DISCUSSION:
On March 21, 2023, your Board approved a Professional Services Agreement with Armstrong Consultants, Inc. for an Instrument Landing System (ILS) Category II (CAT II) Instrument Procedure Feasibility Study. The purpose of this study was to assess the feasibility of implementing an ILS CAT II approach at ACV to better serve the facility users and community. By introducing ILS CAT II, the facility aims to reduce aircraft diversions, delays, and cancellations significantly.
Department of Aviation Staff and Paul Hannah with Lean Engineering, a subconsultant for Armstrong, will provide an overview of the current ILS structure and discuss the potential for implementation of a CAT II approach.
Paul and the Lean Engineering team have conducted a historical meteorological analysis to depict the operational impacts an improved ILS would provide to airline, and other users, of the ACV Airport.
Aviation staff will continue to work with Armstrong Consultants and Lean Engineering to present this information to the Federal Aviation Administration (FAA) to justify implementation of these upgrades to the FAA owned and operated ILS infrastructure present at the ACV Airport. While moving forward with that process Aviation Staff desire to keep the Board of Supervisors, and the public, apprised of the project to date. Any future implementation plans and costs associated with this project will be brought back to your Board for discussion/approval.

Narrative Explanation of Financial Impact:
The attached Presentation has no financial impact. However, the original Professional Services Agreement with Armstrong Consultants, Inc. approved by your Board on March 21, 2023, had a total amount payable of $46,500. Expenditure appropriations related to the original agreement were included in the approved FY 2022-23 and FY 2023-24 budgets for the Department of Aviation and do not impact the General Fund.
The feasibility study will determine the viability of such a project, the cost of future implementation, and future grant eligibility. If viable, detailed implementation plans and associated costs will be brought to your Board for discussion/approval.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could choose not to receive the presentation on the ILS CAT II Feasibility Study. However, this alternative is not recommended as the presentation provides important information regarding potential future improvements to significantly reduce the number of aircraft diversions, delays, and cancellations at ACV.
