RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve and authorize the Chair to sign Resolution (Attachment 1) authorizing the Humboldt County Sheriff’s Office (HCSO) to submit the governing body resolution for the ASPCA Grants for Shelters: Strengthening Shelter Essentials grant funding application; and

2.                     If awarded, authorize the County Administrative Officer, Sheriff, Undersheriff, and the Sheriff’s Deputy Director of Financial and Support Services to accept grant funds and sign any documents required by the ASPCA for participation in the program after review and approval by the County Administrative Office, Risk Management, and County Counsel; and

3.                     Direct the Clerk of the Board to return a completed and signed copy of the Resolution to the HCSO in email format, Attention: Lucinda Jackson, for submittal to the funding agency.

DISCUSSION:

The ASPCA is offering up to $14 million in grants to support shelters and spay/neuter clinics in meeting the needs of vulnerable animals throughout the United States, including addressing the shortfall in critical infrastructure and equipment repair and upgrades. The ASPCA will fund qualified proposals that support animal shelters critical shelter infrastructure, strengthen shelter essentials with critical repairs and upgrades, supports major capital projects and supports special projects.

 

The award ceiling for this grant opportunity is $100,000. HCSO proposes submitting a grant funding application for $100,000 to secure the funding to procure a new generator for the HCSO Animal Shelter facility, located in McKinleyville.

Narrative Explanation of Financial Impact:

This will be HCSO’s first application for ASPCA Grants for Shelters: Strengthening Shelter Essentials grant funding. The award ceiling for this grant is $100,000. If your Board approves the resolution, HCSO will submit a grant application totaling $100,000 for procurement of a new generator for the McKinleyville Animal Shelter facility. If awarded, HCSO will return to your Board for the supplemental budget for budget unit 1100-278.

 

STAFFING IMPACT:

There will be no impact on current staffing levels.

 

OTHER AGENCY INVOLVEMENT:

N/A

 

ALTERNATIVES TO STAFF RECOMMENDATIONS:

Your Board may choose not to apply for this funding. This is not recommended as the HCSO Animal Shelter facility does not currently have sufficient back-up power during a power outage. Not receiving this funding would require the HCSO to find other financial sources to cover the costs of a generator.
