RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.Accept a one-time grant award in the amount of $10,000 from DirectRelief for the Humboldt County Sheriff’s Office (HCSO) Search and Rescue Program (Attachment 1); and

2.Approve a Supplemental Budget in the amount of $10,000 for the grant award in Budget Unit 1100-221530 - Search and Rescue (Attachment 2) (4/5 Vote Required); and

3.Authorize the Chair of the Board, Sheriff, Undersheriff, and Deputy Director of Financial and Support Services to retroactively, dating back to Feb. 7, 2025,  accept grant funds and execute all necessary contracts and agreements and amendments thereto, in the name of the County of Humboldt, and all other certifications, assurances, Memorandums of Understanding, or documents required by DirectRelief to facilitate documents that need to be signed timely for this grant award; and

4.Approve and authorize the Chair to sign Resolution (Attachment 3) authorizing the Sheriff’s Office to accept the grant funds and sign the necessary documents; and

5.Direct the Clerk of the Board to return completed and signed copy of the Resolution to the Sheriff’s Office, Attention: Julie Martin for submittal to the funding agency.

DISCUSSION:

The HCSO was awarded $10,000 from DirectRelief to purchase equipment to aid the Search and Rescue (SAR) program.  DirectRelief is registered as a nonprofit public benefit corporation by the State of California.  DirectRelief relies entirely on private contributions and provides humanitarian relief, disaster relief, and supplies/equipment to local resources and organizations to aid in their mission to help provide that relief.

 

The grant award is specifically for the SAR Program to purchase two Surron e-bikes and is not intended to supplant or replace any other budgeted resources for the program. E-bikes are considered to be in the same class as an ATV or UTV because they have no peddles and are for off road use only.  In-house training is required for this class of equipment prior to implementation into SAR operations.  Deputies involved in off road SAR have already received basic training for utilizing this type of equipment.  Because of this, implementation into the SAR program is immediate.

Narrative Explanation of Financial Impact:

A supplemental budget in the amount of $10,000 is requested for this award and purchase as it was not anticipated in the fiscal year (FY) 2024-25 budget in 1100-221530 - Search and Rescue.  The award will be used to purchase two Surron e-bikes. This equipment does not have a gas motor so maintenance is far less expensive than an ATV.   It is estimated that annual maintenance will be minimal estimated at $100 per year per bike for oil, chains and popped tires as needed and this will be funded by the SAR General Fund budget in 1100-221530.  Basic repairs and maintenance will be done by the SAR deputies as the repairs are not much different than a regular bicycle.

 

STAFFING IMPACT:

There is no staffing impact other than time needed to make the purchase.

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board may choose not to accept this award, but that is not recommended as it would prevent the Search and Rescue Program from receiving this equipment needed for the continued success of the program.
