RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve and authorize the Department of Health and Human Services - Behavioral Health to advertise and distribute the attached Request for Proposals regarding the provision of recovery residence services as part of the Substance Abuse Block Grant Program; and

2.                     Direct the Clerk of the Board to provide the Department of Health and Human Services Contract Unit with one (1) fully executed certified copy of the Board Order related to this item.

DISCUSSION:

On July 15, 2022, the California Department of Health Care Services (“DHCS”) approved the Biennial Fiscal Year 2022-2023 through 2023-2024 Substance Abuse Block Grant (“SABG”) Application submitted by the Humboldt County Department of Health and Human Services - Behavioral Health (“DHHS - Behavioral Health”).  The SABG program is a noncompetitive, formula grant administered by the Substance Abuse and Mental Health Services Administration. DHCS acts as a pass-through agency to provide SABG funding to local non-federal governmental agencies for the provision of substance use disorder services directly or by contracting with local substance use disorder providers.  The SABG program objective is to plan, implement, and evaluate activities that prevent and treat substance abuse.  DHHS - Behavioral Health’s participation in the SABG Program falls under the Mental Health Performance Agreement with DHCS.

 

The SABG Application for fiscal years 2022-2024 included recovery residence services as part of DHHS - Behavioral Health’s plan for implementation of the SABG program.  Measurable outcomes of the recovery residence SABG program application include:

 

§                     DHHS - Behavioral Health shall issue a Request for Proposals (“RFP”) for SABG funded recovery residence services prior to December 31, 2022.

 

§                     DHHS - Behavioral Health shall utilize SABG funds to provide recovery residence services for Humboldt County beneficiaries through subcontracted provider(s) by June 30, 2023.

 

§                     DHHS - Behavioral Health shall conduct a site visit at recovery residences at least once per fiscal year during the contract term.

DHHS - Behavioral Health is seeking qualified subcontractors for the provision of recovery residences.  The purpose of the attached RFP is to provide stability, in the form of housing, to adults in the recovery process while they participate in outpatient substance use disorder treatment.  DHHS - Behavioral Health will establish referral and care coordination services with recovery residence service providers and monitor each recovery residence according to the guidelines for recovery residence services developed by DHHS - Behavioral Health.

 

DHHS - Behavioral Health will review and evaluate the proposals in accordance with the applicable evaluation and selection criteria. The department will return to the Board of Supervisors seeking approval to award a professional services agreement to qualified recovery residence providers once the selection process has been completed.

 

Accordingly, it is recommended that the Board authorize DHHS - Behavioral Health to advertise and distribute the attached RFP regarding the provision of recovery residence services as part of the Substance Abuse Block Grant Program.

 

FINANCIAL IMPACT:

The total cost associated with the provision of recovery residence services as part of the SABG program will not exceed Sixty-Four Thousand Fifty Dollars ($64,050.00) for the period of January 1, 2023 through June 30, 2023 and One Hundred Twenty-Seven Thousand Seven Hundred Fifty Dollars ($127,750.00) for the period of July 1, 2023 through June 30, 2024.

 

Expenditure appropriations related to the provision of recovery residence services have been included in the approved fiscal year 2022-2023 budget for DHHS - Substance Use Disorder budget unit 1180-425.  Federal funding is available through the Substance Abuse and Mental Health Services Administration Substance Abuse Block Grant Program.  As a result, approval of this agreement will not impact the Humboldt County General Fund.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations, creating opportunities for improved safety and health and providing community-appropriate levels of services.

 

OTHER AGENCY INVOLVEMENT:                     

None

 

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not to authorize DHHS - Behavioral Health to advertise and distribute the attached RFP regarding the provision of recovery residence services as part of the Substance Abuse Block Grant Program.  However, this alternative is not recommended as it will not allow for the provision of needed services to underserved populations throughout Humboldt County.
