RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve the attached Professional Services Agreement by and between the County of Humboldt and California Department of Parks and Recreation for the amount of $1,020 for Fiscal Years 2025-26 through 2028-29; and

2.                     Authorize the Department of Health and Human Services - Public Health Director, or a designee thereof, to execute the attached Professional Services Agreement by and between the County of Humboldt and California Department of Parks and Recreation for Fiscal Years 2025-26 through 2028-29; and

3.                     Authorize the Department of Health and Human Services - Public Health Director, or a designee thereof, to execute any and all subsequent amendments, certifications, attestations, and documents directly associated with the attached Professional Services Agreement with California Department of Parks and Recreation after review and approval by County Counsel, Risk Management, and the County Administrative Office.

DISCUSSION:

The California Department of Parks and Recreation has requested the Public Health Laboratory continue providing tick testing services for the presence or absence of Lyme disease. Samples will be provided by the North Coast Redwoods District. Tick testing will be provided on an as-needed basis and the tick samples will be brought to the Public Health Laboratory by the State Park employees who have been bitten. An added benefit is that local tick testing results may also aid in informing Public Health response measures and/or public messaging in the case of an abnormal or high level of positive cases.

 

State Standard Agreement # C25635006 is a renewal of a previous three-year State Standard Agreement. This agreement, if approved, is effective from April 11, 2026 through April 10, 2029.

Narrative Explanation of Financial Impact:

Approval of the three-year State Standard Agreement # C25635006 will allow DHHS - Public Health to be reimbursed Fifty-One Dollars ($51) per tests as per the county approved Fee Schedule, for a total up to $1,020.00 for FY 2025-26 through FY 2028-29, in Fund 1175, Budget Unit 435, Public Health Laboratory for tick testing services provided by the Public Health. This revenue and expense were anticipated in the Fiscal Year (FY) 2025-26 county budget and will be included in the FY 2026-27 through FY 2028-29 budgets.

 

STAFFING IMPACT:

There is no impact on staffing.

 

OTHER AGENCY INVOLVEMENT:

None.

 

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board may decide to not approve the State Standard Agreement from CDPH. However, it is not recommended as CDPH would send local samples to an out-of-area laboratory for testing if state funds are not accepted.
