RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve the attached plans and specifications for the 2026 Measure O Emergency Culvert Repair on Dows Prairie Road (4M220) at Post Mile 2.68; and

2.                     Find that the project is exempt from environmental review pursuant to Section 15301 and Section 15302 of the California Environmental Quality Act (CEQA) Guidelines; and

3.                     Direct the Clerk of the Board to advertise the above-mentioned project as required by Section 22037 of the California Public Contract Code, with bids to be opened on Tuesday, Aug. 4, 2026, at 2 p.m.; and

4.                     Authorize the Humboldt County Public Works Director to award the above-mentioned project to the lowest responsive and responsible bidder following completion of the bidding process; and

5.                     Authorize the Humboldt County Public Works Director to execute a project agreement with the lowest responsive and responsible bidder upon submittal of the appropriate bonds and insurance; and

6.                     Authorize the Humboldt County Public Works Director to approve contract change orders up to the maximum amount authorized by Section 20142 of the California Public Contract Code; and

7.                     Direct the Clerk of the Board to provide the Department of Public Works with one fully executed certified copy of the Board order related to this item.

DISCUSSION:

The 2026 Measure O Emergency Culvert Repair on Dows Prairie Road (4M220) at Post Mile 2.68 consists of clearing and grubbing, temporary relocation of water service line, excavation and removal of existing culvert, installation of a new concrete culvert, backfill and reconstruction of roadway, installation of permanent water service line, and erosion and sediment control. 

 

The existing culvert failure has resulted in drainage flows being pumped across the roadway on a continuous basis. Due to the limited remaining construction season and the need to complete the work prior to the onset of winter storm conditions, Public Works is requesting authorization for the Director of Public Works to award the contract to the lowest responsive and responsible bidder, execute the project agreement and execute contract change orders related to the project. The next regularly scheduled Board meeting following bid opening will delay commencement of construction and increase the risk that work extends into the winter rainy season.

 

The 2026 Measure O Emergency Culvert Repair on Dows Prairie Road (4M220) at Post Mile 2.68 project qualifies for Categorical Exemption Class 1 (Existing Facilities) and Class 2 (Replacement or Reconstruction) pursuant to Sections 15301 and 15302 of the State CEQA Guidelines. These exemptions apply to projects involving the repair, maintenance, replacement, or reconstruction of existing public facilities where the reconstructed facility will be located on the same site and will have substantially the same purpose and capacity as the facility being replaced. The project consists of the replacement of an existing culvert and associated roadway improvements within the existing roadway alignment.

 

Accordingly, Public Works recommends that the Board of Supervisors approve the attached plans and specifications; find that the project is exempt from environmental review pursuant to Section 15301 and 15302 of the CEQA Guidelines, advertise the project; and authorize the Director of Public Works to award and execute the project agreement for 2026 Measure O Emergency Culvert Repair on Dows Prairie Road (4M220) at Post Mile 2.68.

Narrative Explanation of Financial Impact:

There is no financial commitment until the 2026 Measure O Emergency Culvert Repair on Dows Prairie Road (4M220) at Post Mile 2.68 is awarded.  This project is being fully funded by Public Works Measure O. The engineer’s cost estimate for the project is $700,000.

 

Expenditure appropriations related to completion of the proposed 2026 Measure O Emergency Culvert Repair on Dows Prairie Road (4M220) at Post Mile 2.68 were included in the approved fiscal year 2026-27 budget for the Public Works Measure O budget, 1200-342.

There is no impact to current staffing levels related to the advertisement, award, and execution of project agreement for the 2026 Measure O Emergency Culvert Repair on Dows Prairie Road (4M220) at Post Mile 2.68.

ALTERNATIVES TO STAFF RECOMMENDATIONS:

Your Board could choose not to approve the project. However, this is not recommended as this project will restore the roadway and drainage system using local funds available to the County of Humboldt.
