United States Department of Transportation - Federal Aviation Administration Infrastructure Investment and Jobs Act Airport Infrastructure Grant Agreement No. 3-06-0010-063-2025 Regarding the Acquisition of an Aircraft Rescue and Fire Fighting Vehicle end
RECOMMENDATION(S):Recommendation
That the Board of Supervisors:
1. Waive the requirements of the Humboldt County Nuclear-Free Ordinance with regard to Infrastructure Investment and Jobs Act Airport Infrastructure Grant Agreement No. 3-06-0010-063-2025; and
2. Approve, and ratify the Assistant County Administrative Officer's execution of, the attached Infrastructure Investment and Jobs Act Airport Infrastructure Grant Agreement No. 3-06-0010-063-2025; and
3. Authorize the Interim Director of Aviation, or a designee thereof, to execute any and all subsequent amendments to, and any other agreements, certifications, attestations and documents directly associated with, Infrastructure Investment and Jobs Act Airport Infrastructure Grant Agreement No. 3-06-0010-063-2025, after review and approval by County Counsel, Risk Management and the County Administrative Office; and
4. Adopt the attached resolution authorizing the Interim Director of Aviation, or a designee thereof, to execute any and all documents related to Infrastructure Investment and Jobs Act Airport Infrastructure Grant Agreement No. 3-06-0010-063-2025; and
5. Receive and file bid tabulation for the California Redwood Coast-Humboldt County Airport to Acquire an Aircraft Rescue and Fire Fighting Vehicle Acquisition Project (Project No. AV2025-002); and
6. Award the California Redwood Coast-Humboldt County Airport to Acquire an Aircraft Rescue and Fire Fighting Vehicle Acquisition Project (Project No. AV2025-002) to Oshkosh Airport Products for an amount not to exceed One Million Sixty Thousand Six Hundred Sixty-Seven Dollars ($1,060,667); and
7. Authorize the Humboldt County Purchasing Agent to submit a purchase order for an amount not to exceed One Million Sixty Thousand Six Hundred Sixty-Seven Dollars ($1,060,667) to Oshkosh Airport Products for the purchase of the above-mentioned Aircraft Rescue and Fire Fighting Vehicle; and
8. Authorize the Interim Director of Aviation, or a designee thereof, to execute an agreement substantially similar to the attached professional services agreement with Lochner for bidding and equipment engineering administration services (Attachment 5), after review and approval by County Counsel, Risk Management and the County Administrative Office.

DISCUSSION:
On June 3, 2025, the Humboldt County Board of Supervisors ("Board") approved the bid authorization for the California Redwood Coast-Humboldt County Airport Aircraft Rescue and Fire Fighting Vehicle Acquisition Project ("Project"). To meet United States Department of Transportation - Federal Aviation Administration ("FAA") requirements, the public bidding process was conducted prior to receiving Infrastructure Investment and Jobs Act Airport Infrastructure Grant Agreement No. 3-06-0010-063-2025.
On June 18, 2025, the County of Humboldt received (1) bid for the project by Oshkosh Airport Products, which is attached hereto as Attachment 3. The total bid was for One Million Sixty Thousand Six Hundred Sixty-Seven Dollars ($1,060,667.00) and total project costs are as follows:

On June 20, 2025, the Humboldt County Department of Aviation submitted a project application for a grant of federal funds for the above-mentioned project with a maximum federal obligation of One Million One Hundred Sixty-Four Thousand Eight Hundred Twenty Dollars ($1,164,820.00) as follows:

On August 22, 2025, the FAA issued the attached Infrastructure Investment and Jobs Act Airport Infrastructure Grant Agreement, requiring execution by the County of Humboldt no later than September 5, 2025. Given the short turnaround time, the Board's prior approval of the project bid, and the project cost included in this year's approved budget, the Department signed the grant agreement and now requests that the Board ratify the execution thereof.
Accordingly, the Department of Aviation recommends that the Board of Supervisors approve, and ratify the Assistant County Administrative Officer's execution of, the attached Infrastructure Investment and Jobs Act Airport Infrastructure Grant Agreement No. 3-06-0010-063-2025; authorize the Interim Director of Aviation, or a designee thereof, to execute future amendments to Infrastructure Investment and Jobs Act Airport Infrastructure Grant Agreement No. 3-06-0010-063-2025, after review by County Counsel, Risk Management and the County Administrative Office; adopt the attached resolution authorizing the Interim Director of Aviation, or a designee thereof, to execute any and all documents related to Infrastructure Investment and Jobs Act Airport Infrastructure Grant Agreement No. 3-06-0010-063-2025; receive and file the bid tabulation for the Project; award the Project to Oshkosh Airport Products for an amount of not to exceed One Million Sixty Thousand Six Hundred Sixty-Seven Dollars ($1,060,667); authorize the Humboldt County Purchasing Agent to submit a purchase order for an amount not to exceed One Million Sixty Thousand Six Hundred Sixty-Seven Dollars ($1,060,667) to Oshkosh Airport Products for the purchase of the above-mentioned Aircraft Rescue and Fire Fighting Vehicle; and authorize the Interim Director of Aviation to execute an agreement substantially similar to the attached professional services agreement with Lochner for bidding and equipment engineering administration services (Attachment 5), after review and approval by County Counsel, Risk Management and the County Administrative Office.

Infrastructure Investment and Jobs Act Airport Infrastructure Grant Agreement No. 3-06-0010-063-2025 will provide funding in an amount not to exceed One Million One Hundred Sixty-Four Thousand Eight Hundred Twenty Dollars ($1,164,820) to the County of Humboldt. The County of Humboldt will be responsible for up to Sixty-One Thousand Three Hundred Seven Dollars ($61,307), or five percent (5%) of the overall Project costs.
Expenditure appropriations related to the Project have been included in the adopted Fiscal Year 2025-26 Aviation Capital Project Budget (3539-170).
STAFFING IMPACT:
The recommended actions will not impact current staffing levels.
OTHER AGENCY INVOLVEMENT:
None
ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to approve, and ratify the Assistant County Administrative Officer's execution of, Infrastructure Investment and Jobs Act Airport Infrastructure Grant Agreement No. 3-06-0010-063-2025. However, this alternative is not recommended since declining to approve Infrastructure Investment and Jobs Act Airport Infrastructure Grant Agreement No. 3-06-0010-063-2025 would result in the forfeiture of One Million One Hundred Sixty-Four Thousand Eight Hundred Twenty Dollars ($1,164,820) in federal funding, making it the county's financial responsibility to fully fund the Project. This would place an unanticipated burden on local funds and impact the Department of Aviation's ability to support other priority projects and services.
