RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Adopt Resolution No. ____ recognizing, endorsing, and accepting the technical and financial support provided to Humboldt County by the Northern California Coalition to Safeguard Communities (Coalition) in an effort to address criminal activities associated with the illegal cultivation of cannabis by drug trafficking organizations (Attachment 1) (4/5 Vote Required); and
2. Authorize the Sheriff, Undersheriff, and Deputy Director of Sheriff’s Administration to accept or reject any single gift, bequest or donation made to or in favor of the Humboldt County Sheriff’s Office from the Coalition of any value with the combined total of all donations not to exceed $600,000 over the next 4 years.

DISCUSSION:
The Humboldt County Sheriff’s Office (HCSO) has partnered with the Center to Combat Human Trafficking (Center) and the Sheriff’s Offices in Butte, Lake, Mendocino, and Trinity counties to establish the Northern California Coalition to Safeguard Communities (Coalition). The Center recognizes that law enforcement agencies in Northern California do not have adequate financial resources to independently address the breadth and depth of criminal activity by Drug Trafficking Organizations. The Center is providing the financial and technical support needed to support this Coalition for the next four years.
The Coalition has identified that HCSO needs to add one Forensic Specialist to its staff and additional equipment to include Automated License Plate Readers, GPS Trackers, Drone and a Kubota Mini Excavator to support these efforts. The Coalition will reimburse HCSO for the Forensic Specialist and will buy the equipment and donate the purchased items to HCSO. Upon receipt of the equipment, HCSO will inform the Auditor-Controller’s office of items received that meet the county’s capital asset policy and will include the items on the annual capital asset inventory report.
HCSO is also requesting an exception to the Policy for Accepting Gifts on the Part of the County (Attachment 2) by delegating authority to the Sheriff, Undersheriff and Deputy Director of Sheriff’s Administration to accept the financial and equipment support from the Coalition over the next 4 years estimated to be $600,000.
FINANCIAL IMPACT:
The total cost of the Forensic Specialist during the 4-year commitment is estimated to be $350,000. The revenue and expenses will be submitted as part of the annual budget. For fiscal year 2022-23 the amount budgeted will be $77,000. The total cost of the equipment is expected to not exceed $250,000.

This action supports your Board’s Strategic Framework by protecting vulnerable populations, building interjurisdictional and regional cooperation, enforcing laws and regulations to protect residents , and seeking outside funding sources to benefit Humboldt County needs

ALTERNATIVES TO STAFF RECOMMENDATIONS
The Board could choose to not approve staff’s recommendations; however this is not recommended as this partnership with the Coalition will provide critical resources to help HCSO combat drug trafficking.
