DISCUSSION:

The Humboldt County Children and Families Commission, also known as First 5 Humboldt, offers parent and family support services and public education services throughout the county, often through partnership with local agencies and non-profit organizations. Because the work of both the budget unit 457 and budget unit 462 0.5 FTE positions share many similar job duties in their execution within First 5 Humboldt, the Commission is seeking to create one 1.0 FTE Program Coordinator and remove the two part-time, unfilled positions from the positions within First 5. This will result in a net savings of costs related to benefits provisions.

FINANCIAL IMPACT:

There is no financial impact to the County General Fund. Funding is provided by Proposition 10/California Children and Families Act funding and grant funding from a health foundation.

STRATEGIC FRAMEWORK:

This action supports your Board’s Strategic Framework by protecting vulnerable populations and managing our resources to ensure sustainability of services.

OTHER AGENCY INVOLVEMENT:

None

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board could choose to not approve the request, resulting in higher staffing costs to the Humboldt County Children and Families Commission.
