RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Adopt the attached resolution:

a.                     Approving the award of grant funding from the State Coastal Conservancy (SCC) for Resilience Planning for Frontline Communities on Humboldt Bay, and

b.                     Authorizing and directing the Planning and Building Department Director to execute in the name of the County of Humboldt the Standard Agreement, and all other documents required by SCC for participation in the grant program, and any amendments.

2.                     Approve the attached Supplemental Budget for $138,740 in budget unit 1100282605 (4/5 vote).

SOURCE OF FUNDING                     

The Coastal Resilience Planning Program is funded from the Greenhouse Gas Reduction Fund and is administered by the State Coastal Conservancy for urgent sea-level rise adaptation and coastal resilience needs.

 

DISCUSSION:

This item accepts $693,700 in funding from the State Coastal Conservancy to develop a coastal resilience planning framework, conduct community and tribal engagement, complete a sea level rise and flood vulnerability assessment and an adaptation feasibility analysis, and prepare conceptual designs and preliminary engineering plans for sea level rise adaptation projects for the communities of King Salmon and Fields Landing. Through community-engaged planning, potential adaptation strategies will be developed to address current nuisance flooding as well as the long-term effects from future sea level rise. This item also authorizes the Planning and Building Department Director to execute agreements and instruments necessary to complete the project and to comply with the Conservancy's grant requirements.

 

This project is undertaken in partnership with the members of the targeted disadvantaged communities of King Salmon and Fields Landing, local Tribes, Humboldt County Public Works, Cal Poly Humboldt and the California Coastal Commission and would specifically and include the following tasks:

 

1.                     Project management

2.                     Development of a planning framework

3.                     Community and Tribal engagement

4.                     Sea level rise and flood vulnerability assessment

5.                     Development and analysis of adaptation measures that will protect property, assets, human life, community well-being and the ecosystem health of the targeted areas.

 

This grant would fund the development of potential adaptation measures and does not involve implementation. The goal of the program would be the development of conceptual designs for eight priority sites and preliminary engineering plans for two selected sites where the adaptation measures would have the greatest impact. Also, the sea level rise and flood vulnerability assessment will be used to inform future Local Coastal Program updates in the coastal zone. The project would have a lifespan of approximately 4 years.

 

FINANCIAL IMPACT:

This action accepts grant funds in the amount of $693,700 from the State Coastal Conservancy. This funding will be used to engage underserved communities of King Salmon and Fields Landing and develop flooding and sea level rise adaptation measures that will protect property and increase community preparedness and resiliency to future flooding and sea level rise.

 

Staff anticipate that the expenses for the first year of the project (the remainder of Fiscal year 2023-24) will be approximately 20% of the total project budget, or $138,740. The supplemental budget reflects this amount.

 

Acceptance of this grant will not require additional appropriations from General Fund. All costs associated with the activities will be paid for by the grant.

 

STRATEGIC FRAMEWORK:

This action supports your Board’s Strategic Framework by building interjurisdictional and regional cooperation, protecting vulnerable populations and creating opportunities for improved safety and health.

 

OTHER AGENCY INVOLVEMENT:                     

The project is in collaboration with Cal Poly Humboldt, Department of Public Works, California Coastal Commission and local Tribes.

 

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose to not accept these funds through this Resolution. This is not recommended because there is a need to engage underserved vulnerable communities and develop strategies for flooding and sea level rise resiliency.
