RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Adopt the attached resolution authorizing the Humboldt County, Director of Aviation, or designee thereof, to execute any and all documents necessary to secure and accept the attached Grant Offer for BIL Grant No. 3-06-0010-058-2023 in the amount of $1,605,929; and
2. Authorize the Director of Aviation, or designee thereof, to execute future amendments to BIL Grant No. 3-06-0010-058-2023, after review by County Counsel, Risk Management, and the County Administrative Office

DISCUSSION:
The Bipartisan Infrastructure Law (BIL) provides grants for the planning and development of public-use airports that are included in the National Plan of Integrated Airport Systems (NPIAS). The money granted can be invested in runways, taxiways, safety and sustainability projects.
On September 27, 2022, the Board of Supervisors approved California Redwood Coast-Humboldt County Airport (ACV) Runway and Electrical System Project, which the FAA planned to fund over the course of four (4) phases through multiple grants. In March 2023, the Humboldt County, Department of Aviation submitted a project application for a grant of federal funds for the remaining cost associated with California Redwood Coast-Humboldt County Airport (ACV) Runway and Electrical System Project. Funding for each phase was split into several, separate grants (over multiple years). Specifically, this grant covers the remaining cost of phase 3 (out of 4 total phases of electrical work) to fund the in-pavement and runway edge lighting fixtures.
The Federal Aviation Administration accepted, approved, and has submitted the attached grant offer with a maximum federal obligation of $1,605,929 for allowable costs incurred in accomplishing the above-mentioned project. Accordingly, staff recommends that the Board adopt the attached resolution authorizing the Humboldt County Director of Aviation, or designee thereof, to execute any and all documents necessary to secure and accept the above-mentioned grant.

Narrative Explanation of Financial Impact:
DOT FAA Grant Offer No. 3-06-0010-058-2023 will provide funding to Humboldt County to support phase 3 of the ACV Runway and Electrical System Project in the amount of $1,605,929. The County of Humboldt would be responsible for up to $165,446, or 9.34% of the overall project costs.
These amounts have been budgeted in the adopted Fiscal Year (FY) 2023/24 Aviation Capital Project Budget (3539-170). Therefore, there is no impact to the General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
Your Board of Supervisors may choose not to adopt the attached resolution authorizing the Humboldt County, Director of Aviation, or designee thereof, to execute the attached Grant Offer for BIL Grant No. 3-06-0010-058-2023 in the amount of $1,605,929. However, this alternative is not recommended as without these funds, the Department of Aviation would become dependent on the General Fund to continue improvement projects at Humboldt County Airports and to fund the phase 3 portion of the ACV Runway and Electrical System Project.
