RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Adopt the attached resolution authorizing the acting Humboldt County, Director of Aviation, or a designee thereof, to execute any and all documents necessary to secure and accept the attached Grant Offer for AIP Grant No. 3-06-0092-014-2024 in the amount of Two Hundred $247,037.00, once received;
2. Authorize the acting Director of Aviation, or a designee thereof, to execute amendments to AIP Grant No. 3-06-0092-014-2024 after review by County Counsel, Risk Management, and the County Administrative Office;
3. Receive and file the bids for Garberville Airport (O16) Runway 18/36, Taxiways, and Apron Rehabilitation, Project Number AV-2024-02;
4. Award the contract to C.R. Contracting, LLC, for the total amount of $178,696.35;
5. Authorize the acting Director of Aviation, or a designee thereof, to execute a Construction Project Agreement that is substantially similar to the sample agreement attached hereto with C.R. Contracting, LLC, for an amount not to exceed $178,696.35, upon submittal of the appropriate bonds and insurance and approval of Risk Management;
6. Authorize the acting Director of Aviation, or a designee thereof, to execute construction contract change orders up to the amount of $17,870.00; and
7. Authorize the acting Director of Aviation, or a designee thereof, to execute the Professional Services Agreement with Armstrong Consultants, Inc. for Garberville Airport (O16) Runway 18/36, Taxiways, and Apron Rehabilitation Engineering and Construction Administration for an amount not to exceed $90,790.00, after review and approval by County Counsel, Risk Management and the County Administrative Office.

DISCUSSION:
Bid Award and Construction Contract:
On April 9, 2024, the Humboldt County Board of Supervisors (Board) approved the bid authorization for Garberville Airport (O16) Runway 18/36, Taxiway A, Taxiway B, Taxiways C, and Apron Rehabilitation & Taxiway A Rehabilitation, which includes crack sealing/repairing, applying a surface treatment, and remarking Runway (RW) 18/36, Taxiways A, B, and C, and a 4,400 square yard (SY) portion of the Aircraft Parking Apron at Garberville Airport. To meet Federal Aviation Administration (FAA) requirements, the public bidding process was conducted prior to receiving FAA Grant No. 3-06-0092-014-2024. On April 29, 2024, the County of Humboldt received two bids for the project, which are notated on the bid tabulation attached hereto. The results were as follows:

In May 2024, the Department of Aviation submitted a grant application for the above-mentioned project to the FAA. The FAA has accepted, approved, and submitted a grant offer with a cumulative maximum obligation of $247,037 as follows:

Professional Services Agreement (for Construction Administration):
Armstrong Consultants, Inc. was selected from the Prequalification List for Airport Consultants adopted by the Board on April 27, 2021. The FAA requires that airports select engineers and planners to assist with their projects, such as the rehabilitation of the O16 runway, taxiways, and apron, based on qualifications. Armstrong Consultants, Inc. has been assisting airports, like O16, for nearly 50 years with said projects. The Department of Aviation selected Armstrong Consultants, Inc. based on their qualifications and experience, thereby complying with the FAA requirements of doing so. Additionally, the FAA requires airports to conduct an Independent Fee Evaluation (IFE) to ensure the proposed fees for services rendered are fair and equitable. The fees of $90,790 proposed by Armstrong Consultants, Inc. were 8.37%, or $7,594.97, lower than the fees that would have been charged by a like firm in their IFE analysis.

This project is being funded through FAA-AIP Grant No. 3-06-0092-014-2024, which provides 90% of the total project costs. The Department of Aviation is responsible to cover the remaining 10% of project costs. Total project costs are included in the adopted fiscal year 2024-2025 Aviation Capital Projects budget unit 3539-170.
STAFFING IMPACT:
The recommended actions will not impact current staffing levels.
OTHER AGENCY INVOLVEMENT:

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could choose not to adopt the attached resolution authorizing the acting Director of Aviation, or designee thereof, to execute the attached Grant Offer, receive and file bids for the above-referenced project, award the contract to C.R. Contracting, LLC, or authorize the acting Director of Aviation, or designee thereof, to execute a Construction Project Agreement. However, Runway 18/36, associated taxiways, and the aircraft apron are in need of rehabilitation to continue serving general aviation, the US Coast Guard-Sector Humboldt Bay, medical flights, and all other users of the O16 Airport. If we do not pursue FAA funding to assist with this project, the entire cost of the project would need to be borne by the County of Humboldt.
