That the Board of Supervisors:
1. Authorize the Clerk-Recorder, Registrar of Voters to execute necessary documents and Agreement No. 24G27112 to receive HAVA federal funding.

DISCUSSION:
HAVA federal funding administered by the U.S. Election Assistance Commission (EAC) assists the Humboldt County Office of Elections by way of reimbursement “for activities to improve the administration of elections for Federal office, including to enhance election technology and make election security improvements, as authorized under sections 101, 103, 104 of HAVA” subject to the provisions of Agreement No. 24G27112 and all requirements of state and federal law, regulations and procedures. The Office of Elections proposes to use this funding to enhance cybersecurity, related improvements to physical security, and potentially training on security and privacy awareness as outlined in Agreement No. 24G27112.

Narrative Explanation of Financial Impact:
The HAVA federal funding in the amount of $15,789 administered by the EAC assists the Humboldt County Office of Elections to enhance election technology and make election security improvements. Agreement No. 24G27112 indicates that upon receipt and approval of invoices the State agrees to compensate Humboldt County. There is no direct impact to the general fund. Funding for this grant will be appropriated in the Fiscal Year 2025-26 budget.

Staffing impacts will include staff time involved in the potential training on security and privacy awareness.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to approve the execution of the agreement. However, this is not recommended as the Humboldt County Office of Elections would miss the opportunity to utilize HAVA grant funding for the benefit of Humboldt County voters.
