RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Adopt the attached resolution authorizing the acting Director of Aviation, or a designee thereof, to execute any and all documents necessary to secure and accept Grant Offer for AIP Grant No. 3-06-0083-014-2024 in the amount of $359,275.00, once received; and

2.                     Authorize the acting Director of Aviation, or a designee thereof, to execute future amendments to AIP Grant No. 3-06-0083-014-2024 after review by County Counsel, Risk Management and the County Administrative Office.

DISCUSSION:

In 2022, a Pavement Condition Index (PCI) survey was conducted, which identified that the FOT runway requires major rehabilitation in order to continue to support the current mix of aircraft traffic.  Additionally, in 2023, an electrical system study was performed to assess the condition and layout of the airfield electrical system at FOT.  The study was funded by Federal Aviation Administration (FAA) Grant Number 3-06-0072-018-2022 and had identified a variety of system components that were either well beyond their useful design lift and/or not configured in a manner consistent with current design guidance or electrical codes. 

 

In May 2024, the Department of Aviation submitted two grant applications, one through the AIP and one through the Bipartisan Infrastructure Law (BIL), for the design of the rehabilitation of Runway 11/29 and runway lighting system at FOT.  Total project costs are estimated to be $577,030.  The FAA has accepted, approved, and submitted a grant offer through the AIP program with a cumulative maximum federal obligation of $359,275.00 (as depicted below).  An additional grant award of  $169,051.00 through the BIL program is expected to be received October-November 2024 for this project.

Accordingly, the Department of Aviation recommends that the Board of Supervisors adopt the attached resolution authorizing the acting Director of Aviation, or a designee thereof, to execute any and all documents necessary to secure and accept Grant Offer for AIP Grant No. 3-06-0083-014-2024 in the amount of $359,275.00, once received.

The FAA-AIP Grant No. 3-06-0083-014-2024 in the amount of $359,275.00 and $39,920 for the Department of Aviation cost share are included in the adopted fiscal year 2024-2025 budget for Aviation Capital Projects (3539170).  The recommended actions will not impact the Humboldt County General Fund.

 

STAFFING IMPACT:

The recommended actions will not impact current staffing levels.

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board of Supervisors could choose to not adopt the attached resolution authorizing the acting Director of Aviation, or a designee thereof, to execute the attached grant offer for the above-referenced project. However, this is not recommended as the FOT runway is in need of rehabilitation to continue serving general aviation, the US Coast Guard-Sector Humboldt Bay, medical flights, and all other users of the FOT Airport.
