RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve, and authorize the Chair of the Board to execute, the attached first amendment to the professional services agreement with Olin Jones regarding the development of policies and procedures relating to the assessment and investigation of child abuse referrals;

2.                     Authorize the Department of Health and Human Services - Child Welfare Services Director, or a designee thereof, to exercise the first and second options to extend the professional services agreement with Olin Jones for two additional one-year terms in an amount not to exceed $180,481.00 for each additional one-year term;

3.                     Authorize the Department of Health and Human Services - Child Welfare Services Director, or a designee thereof, to execute any and all subsequent amendments to the professional services agreement with Olin Jones, after review and approval by County Counsel, Risk Management and the County Administrative Office; and

4.                     Direct the Clerk of the Board to return one fully executed original copy of the attached first amendment to the professional services agreement with Olin Jones to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:

The Humboldt County Department of Health and Human Services - Child Welfare Services (CWS) was directed to retain the services of a tribal consultant to assist with meeting the stipulated judgment filed by the Attorney General on Feb. 14, 2018.  Tribal feedback was collected, and the majority of the local tribes recommended Olin Jones to serve as the tribal consultant.  The Attorney General has approved this choice.

 

On April 16, 2019 (Item C-19) the Board of Supervisors approved the current professional services agreement with Olin Jones regarding the development of policies and procedures relating to the assessment and investigation of child abuse referrals for the period of April 16, 2019 through April 15, 2020.  The attached first amendment to the professional services agreement with Olin Jones will increase the required Comprehensive or Commercial General Liability Insurance limit from $1,000,000.00 to $2,000,000.00, and update the reporting requirements set forth therein in order to ensure compliance with any and all applicable accessibility laws, regulations and standards. 

 

Accordingly, CWS recommends that the Board approve, and authorize the Chair of the Board to execute, the attached first amendment to the professional services agreement with Olin Jones regarding the development of policies and procedures relating to the assessment and investigation of child abuse referrals for the period of April 16, 2019 through April 15, 2020.  CWS also recommends that the Board authorize the CWS Director, or a designee thereof, to exercise the first and second options to extend the professional services agreement with Olin Jones for two additional one-year terms covering the period of April 16, 2020 through April 15, 2022 in order to ensure the continued development of needed policies and procedures.  Finally, it is recommended that the Board authorize the CWS Director, or a designee thereof, to execute any and all subsequent amendments to the professional services agreement with Olin Jones, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the provision of needed services.

 

FINANCIAL IMPACT:

Extension of the professional services agreement with Olin Jones for two additional one-year terms will increase the maximum amount payable thereunder by $360,962.00 to a total of $541,443.00 for the period of April 16, 2019 through April 15, 2022.  However, in the event local, state or federal funding is reduced or eliminated, the County of Humboldt may reduce the above-referenced maximum amount payable or terminate the professional services agreement with Olin Jones in its entirety.

 

Expenditure appropriations related to the extension of the professional services agreement with Olin Jones have been included in the approved fiscal year 2019-20 and proposed fiscal year 2020-21 budgets for budget unit 1160-508.  Funding for the extension of the professional services agreement with Olin Jones is available through state realignment revenues received by CWS.  As a result, extension of the professional services agreement with Olin Jones will not impact to the Humboldt County General Fund.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by creating opportunities for improved safety and health and protecting vulnerable populations.

 

OTHER AGENCY INVOLVEMENT:                     

None

 

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board could choose not to approve the attached first amendment to the professional services agreement with Olin Jones, or to authorize the CWS Director to exercise the first and second options to extend the term thereof.  However, this alternative is not recommended since it would limit CWS’ ability to meet the requirements of the stipulated judgment filed by the Attorney General on Feb. 14, 2018.
