RECOMMENDATION(S):Recommendation

That the Board of Supervisors:

1.                     Receive and approve the attached plans and specifications for the Fortuna Library Americans with Disabilities Act Compliance Project, Project Number 2024-601; and

2.                     Authorize the Clerk of the Board to advertise the Fortuna Library Americans with Disabilities Act Compliance Project, Project Number 2024-601, pursuant to Section 22037 of the California Public Contract Code, with bids to be opened on July 24, 2025.

DISCUSSION:

On September 7, 2016, the County of Humboldt entered into a Consent Decree with the United States Department of Justice that required the commencement of the Humboldt County Americans with Disabilities Act Compliance Project. The purpose of the Humboldt County Americans with Disabilities Act Compliance Project is to bring all facilities owned and/or leased by the County of Humboldt that provide programs, services and activities to the public into compliance with the Americans with Disabilities Act (“ADA”).  The Fortuna Library Americans with Disabilities Act Compliance Project is part of this compliance effort.

 

In early 2022, county staff collaborated with the City of Fortuna to prepare and submit an application to the California State Library Building Forward Infrastructure Grant Program.  On October 19, 2022, the City of Fortuna was awarded a grant in the amount of Two Hundred Nineteen Thousand Eighty-Three Dollars ($219,083.00).  The Humboldt County Board of Supervisors (“Board”) subsequently approved the use of Humboldt County Library fund balance to fulfill the required local match for the grant award in the amount of One Hundred Nine Thousand Five Hundred Forty-Two Dollars ($109,542.00) on May 16, 2023.  These funds are designated for ADA architectural barrier remediation, tenant improvements and critical infrastructure upgrades at the Fortuna Branch of the Humboldt County Library.

 

On February 5, 2024, the County of Humboldt executed a task order with Alameida Architecture for the provision of design and construction observation services for the Fortuna Library Americans with Disabilities Act Compliance Project.  The scope of work includes: reconstruction of two single-user, all-gender restrooms to meet ADA requirements; reconfiguration of the circulation desk to improve accessibility, facility circulation and provide space for expanded shelving and displays; creation of an enhanced teen section; installation of accessible public computer workstations; and interior refurbishments including new paint and flooring throughout the facility.

 

The Humboldt County ADA Compliance Team will serve as the lead agency responsible for project management and will coordinate closely with the City of Fortuna throughout the duration of the Fortuna Library Americans with Disabilities Act Compliance Project.  Construction of the Fortuna Library Americans with Disabilities Act Compliance Project is anticipated to be completed within ninety (90) calendar days after award.

 

The Fortuna Library Americans with Disabilities Act Compliance Project has been developed in partnership with the Humboldt County Library, the Humboldt County ADA Compliance Team, the City of Fortuna, Alameida Architecture and the Humboldt County Department of Public Works Real Property Division.

Actual budget numbers for the Fortuna Library Americans with Disabilities Act Compliance Project will not be known until the project has been officially bid.  However, the design firm’s estimate for the project is Forty-Six Thousand Eight Hundred Fifty-Four Dollars ($46,854.00) for design services, with a total estimated project cost of Three Hundred Twenty-Eight Six Hundred Twenty-Five Dollars ($328,625.00).  This includes funding from the State’s Building Forward Grant, administered by the City of Fortuna, in the amount of Two Hundred Nineteen Eighty-Three Dollars ($219,083.00), with the local match contribution of One Hundred Nine Thousand Five Hundred Forty-Two Dollars ($109,542.00) coming from the Humboldt County Library Fund (1500).

 

Project expenditures will be tracked within Humboldt County ADA Compliance Team budget unit 3552-152 and reimbursed by the City of Fortuna and the Humboldt County Library.  Staff will return to the Board with a supplemental budget in fiscal year 2025-2026 if additional appropriation is required.

 

STAFFING IMPACT:

The recommended actions will not impact current staffing levels.

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board may choose not to approve the attached plans and specifications for the Fortuna Library Americans with Disabilities Act Compliance Project.  However, this alternative is not recommended, as the Fortuna Library Americans with Disabilities Act Compliance Project is supported by dedicated grant funding through the State’s Building Forward Program and reflects a strong partnership with the City of Fortuna to improve access to library services.  Approving this attached plans and specifications for the Fortuna Library Americans with Disabilities Act Compliance Project will ensure that the County of Humboldt can move forward with important facility upgrades that enhance accessibility and long-term usability of the Fortuna Library.
