RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the parcel merger of Assessor Parcel Numbers (APNs) 011-063-001 and 011-063-006 into a single parcel; and
2. Authorize the Chair of the Board to execute and have notarized the Notice of Merger and Certificate of Subdivision Compliance (Attachment A); and
3. Direct the Clerk of the Board to return the fully executed and notarized Notice of Merger and Certificate of Subdivision Compliance to the Department of Public Works - Real Property for further processing.

DISCUSSION:
On Jan. 9, 2024, the county purchased the two adjacent parcels located near the Clark Complex at the corner of Wood and I Streets in Eureka (APNs 011-063-001 and 011-063-006).
These parcels were acquired for the future construction of a new Public Health Laboratory to replace the county’s aging facility at 529 I Street in Eureka. Before construction can proceed, the two parcels must be merged into a single legal parcel. The parcel merger is subject to requirements of the California Subdivision Map Act (Government Code Section 66410, et seq.), which requires execution of the Notice of Merger and Certificate of Subdivision Compliance (Attachment A).
Accordingly, staff recommend that the Board approve the parcel merger and authorize the execution and notarization of the Notice of Merger and Certificate of Subdivision Compliance (Attachment A). Approval of this action is a necessary step toward development of the new Public Health Laboratory.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
Your Board may decide not to approve the proposed parcel merger. However, this is not recommended as this alternative merging the two parcels is necessary to facilitate construction of the new Public Health Laboratory.
