RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve the attached grant agreement with Humboldt Area Foundation and Wild Rivers Community Foundation regarding acceptance of funding in the amount of $1,100 made available through the Humboldt Health Foundation Proactive Grants Program for the purpose of implementing the Eye Movement Desensitization and Reprocessing Certification Project in Humboldt County during the period of February 8, 2024 through February 7, 2025;

2.                     Authorize the Department of Health and Human Services - Behavioral Health Director, or a designee thereof, to approve any and all subsequent amendments to the attached grant agreement with Humboldt Area Foundation and Wild Rivers Community Foundation, after review and approval by County Counsel, Risk Management and the County Administrative Office; and

3.                     Direct Clerk of the Board to provide the Department of Health and Human Services - Contract Unit with one (1) fully executed, certified copy of the Board order related to this item.

DISCUSSION:

The attached grant agreement with Humboldt Area Foundation and Wild Rivers Community Foundation will allow the Humboldt County Department of Health and Human Services - Behavioral Health (“DHHS - Behavioral Health”) to receive One Thousand One Hundred Dollars ($1,100.00) in funding made available through the Humboldt Health Foundation Proactive Grants Program for the purpose of supporting the completion of the Eye Movement Desensitization and Reprocessing Therapy training and certification process by five (5) behavioral health clinicians working with the Humboldt County Transition-Age Youth program during the period of February 8, 2024 through February 7, 2025, in order to ensure effective treatment of trauma, depression, obsessive-compulsive disorder and substance abuse within Humboldt County.  It should be noted that the attached grant agreement with Humboldt Area Foundation and Wild Rivers Community Foundation comes to the Board of Supervisors after the start date thereof due to inadvertent delays that occurred during the contract development process.

 

Accordingly, DHHS - Behavioral Health recommends that the Board of Supervisors approve the attached grant agreement with Humboldt Area Foundation and Wild Rivers Community Foundation regarding acceptance of funding made available through the Humboldt Health Foundation Proactive Grants Program for the purpose of implementing the Eye Movement Desensitization and Reprocessing Certification Project in Humboldt County during the period of February 8, 2024 through February 7, 2025.  It is also recommended that the Board authorize the DHHS - Behavioral Health Director, or a designee thereof, to execute any and all subsequent amendments to the attached grant agreement with Humboldt Area Foundation and Wild Rivers Community Foundation, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in implementation of the Eye Movement Desensitization and Reprocessing Certification Project in Humboldt County.

As noted above, the attached grant agreement with Humboldt Area Foundation and Wild Rivers Community Foundation will allow the DHHS - Behavioral Health to receive One Thousand One Hundred Dollars ($1,100.00) during the period of February 8, 2024 through February 7, 2025.  Expenditure appropriations related to the attached grant agreement with Humboldt Area Foundation and Wild Rivers Community Foundation have been included in the proposed fiscal year 2024-2025 budget for DHHS-Behavioral Health budget unit 1170-478.

 

STAFFING IMPACT:

Approval of the attached grant agreement with Humboldt Area Foundation and Wild Rivers Community Foundation will not impact current staffing levels.

 

OTHER AGENCY INVOLVEMENT:

None

 

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board of Supervisors may choose not to approve the attached grant agreement with Humboldt Area Foundation and Wild Rivers Community Foundation regarding acceptance of funding made available through the Humboldt Health Foundation Proactive Grants Program for the purpose of implementing the Eye Movement Desensitization and Reprocessing Certification Project in Humboldt County.  However, this alternative is not recommended as it would negatively impact the ability of behavioral health clinicians working with the Humboldt County Transition-Age Youth program to complete the Eye Movement Desensitization and Reprocessing Therapy training and certification process.
