RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Accept the completed contracts, including all change orders approved by the Public Works Department, between Wahlund Construction, Inc., and Humboldt County for construction of Storm Damage Repair to Mattole Road Post Miles 40.98, 42.76, and 43.62; and
2. Approve the final claims for payment, to be submitted by the Public Works Department to the Auditor-Controller, in the amounts of $456.30 for Post Mile 40.98, $362.31 for Post Mile 42.76, and $237.70 for Post Mile 43.62, which will bring the total amount paid to 100% of the contracts.

DISCUSSION:
On March 7, 2017, the Governor of the State of California declared a disaster for Humboldt County due to severe winter storms, flooding, and mudslides. Mattole Road (3C010) Post Miles 40.98, 42.76, and 43.62, near the city of Ferndale, experienced roadway settlement and shoulder failure. Emergency temporary repairs were done at the time of the disaster to maintain essential traffic.
On Nov. 5, 2019, and Nov. 25, 2020, the Humboldt County Department of Public Works (“Public Works”) received funding approval from the Federal Highway Administration to proceed with the Mattole Road (3C010) Post Miles 40.98, 42.76, and 43.62 Storm Damage Repair Project. GHD subsequently prepared plans and specifications for the project based on topographic surveys of the damaged areas prepared by Humboldt County Public Works Survey Division and Points West Surveying Company and geotechnical studies prepared by Crawford and Associates. The work consisted of constructing a welded wire retaining wall, installing subsurface drainage and storm drainage systems, restoring the roadway to original width, and installing sediment and erosion control items.
On Feb. 9, 2021, the Humboldt County Board of Supervisors authorized the Clerk of the Board to advertise the Mattole Road Post Miles 40.98, 42.76, and 43.62 Storm Damage Repair Project for bids. On March 16, 2021, the County of Humboldt received four (4) bids for the project. The project agreement was awarded to Wahlund Construction, Inc., the lowest responsible bidder, on April 6, 2021. The award amount was $928,056.70, and contract change orders executed during the project increased the authorized amount by $43,059.99 for Contract Number 217208 (Post Mile 40.98), $3,467.07 for Contract Number 217209 (Post Mile 42.76), and $3,891.28 for Contract Number 217274 (Post Mile 43.62).
Public Works recommends that the Board of Supervisors accept the completed contracts, including all change orders approved by Public Works for this project, and approve the final claims for payment.
FINANCIAL IMPACT:
Total construction costs for this project are $978,475.04. Progress payments totaling $476,348.69 have been paid for Post Mile 40.98, and the final claim for payment in the amount of $456.30 is outstanding. Progress payments totaling $376,303.96 have been paid for Post Mile 42.76, and the final claim for payment in the amount of $362.31 is outstanding. Progress payments totaling $124,766.08 have been paid for Post Mile 43.62, and the final claim for payment in the amount of $237.70 is outstanding.
This project was funded through Federal Highway Administration Emergency Relief Funds (88.5%) and the Humboldt County Road Fund (11.47%). Construction costs were included in the fiscal year 2021-22 Road Fund Budget; therefore, this project has no impact on the General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board of Supervisors may choose not to accept the Mattole (F3C010) Road Post Miles 40.98, 42.76, and 43.62 Storm Damage Repair Projects. However, staff does not recommend this alternative because the project has been completed, and the requested Board actions are needed to accept the contracts.
