RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Adopt the attached resolution authorizing the Humboldt County Director of Aviation, or a designee thereof, to execute any and all documents related to the AIP Grant including without limitation, professional services agreements, necessary to apply for, accept and secure funding made available through the five AIP Grants: 3-06-0010-048-2021, 3-06-0010-049-2021, 3-06-0010-050-2021, 3-06-0010-051-2021, 3-06-0010-052-2021;

2.                     Authorize the Director of Aviation to sign the federal grant offers for AIP funding; and

3.                     Authorize the Director of Aviation, or designee, to sign future amendments to these grant agreements thereto after review by County Counsel and Risk Management.

DISCUSSION:

The AIP provides grants for the planning and development of public-use airports that are included in the National Plan of Integrated Airport Systems (NPIAS).  On May 3, 2021, the Humboldt County Department of Aviation submitted a project application for a grant of federal funds to complete the following Airport improvement projects:

 

1)                     System Plan Study for Humboldt County Airport System (including California Redwood Coast/Arcata (ACV), Dinsmore (D63), Garberville (O16), Kneeland (O19), Murray (EKA), Rohnerville (FOT)), Updated Airport Layout Plan Drawing Sets and Aeronautical Surveys

2)                     Preliminary Concept Report Study for Runway 14-32 and Taxiway Connector Pavement Rehabilitation and Electrical Improvements Project

3)                     System-wide Airfield Pavement Maintenance Management Plan

4)                     Aqueous Film Forming Foam (AFFF) Materials Testing Equipment

5)                     Airport Wildlife Hazard Assessment and Management Plan

 

The Federal Aviation Administration accepted, approved, and has submitted five grant offers with a cumulative maximum obligation of $2,468,584 for allowable costs incurred in accomplishing the projects above. 

 

 

FINANCIAL IMPACT:

DOT FAA grant offers in the amount of $2,468,584 will provide funding to Humboldt County to support Airport Improvement Projects through the five following grant offers:

 

1.                     3-06-0010-048-2021: $    444,244

2.                     3-06-0010-049-2021: $ 1,591,695

3.                     3-06-0010-050-2021: $    243,833

4.                     3-06-0010-051-2021: $      70,000

5.                     3-06-0010-052-2021: $    118,812

 

The County of Humboldt would be responsible for up to $254,319, or 9.34%, of the overall project costs.  This amount has been budgeted in the proposed fiscal year 2021-22 Aviation Department budget (3530-381).

 

STRATEGIC FRAMEWORK:

This action supports your Board’s Strategic Framework by providing community-appropriate levels of service ; providing for and maintaining infrastructure; workforce development and creation of private-sector jobs; protecting vulnerable populations; managing our resources to ensure sustainability of services; and seeking outside funding sources to benefit Humboldt County needs.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board of Supervisors may choose not to adopt the attached resolution authorizing the Humboldt County Director of Aviation, or designee thereof, to execute any and all documents related to the AIP Grants including without limitation, professional services agreements, necessary to apply for, accept, and secure funding made available through AIP Grants.  However, this alternative is not recommended because without these funds, the Department of Aviation would become dependent on General Funds to continue improvement planning and projects at Humboldt County Airports.
