RECOMMENDATION(S):Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Chief Probation Officer, or a designee thereof, to execute, the attached master service agreement with Lexipol, LLC regarding the provision of policy management, training and wellness services through the implementation and administration of the Knowledge Management System and CorrectionsOne Academy Training Program in an amount not to exceed Seventy-Eight Thousand Five Hundred Sixty-One Dollars ($78,561) for the period of February 1, 2026 through January 1, 2027, and annually thereafter until terminated as set forth therein; and
2. Authorize the Chief Probation Officer, or a designee thereof, to execute any and all subsequent amendments to, and any other agreements, certifications, attestations, termination letters and documents directly associated with, the attached master service agreement with Lexipol, LLC, after review and approval by County Counsel, Risk Management and the County Administrative Office; and
3. Direct the Clerk of the Board to provide the Humboldt County Probation Department with one (1) certified electronic copy of the Board order related to this item.

DISCUSSION:
Lexipol, LLC is a company that provides policy management, training and wellness services for public safety and local government agencies. Lexipol, LLC primarily serves law enforcement, fire departments, emergency medical services and corrections facilities by helping them maintain compliance with evolving laws and reduce legal liability.
Lexipol, LLC’s core services include, without limitation, the provision of: state-specific, legally vetted policy manuals that are continuously updated to reflect the most current local, state and federal laws, regulations, policies, procedures, standards and best practices; and scenario-based daily training modules that are designed to assist juvenile corrections officers, and other personnel, with the practical application of relevant local, state and federal laws, regulations, policies, procedures, standards and best practices.
The attached master service agreement with Lexipol, LLC will allow the Humboldt County Probation Department to continue receiving needed policy management, training and wellness services through the implementation and administration of the Knowledge Management System and CorrectionsOne Academy Training Program for the period of February 1, 2026 through January 1, 2027, and annually thereafter until terminated as set forth therein. It should be noted that the attached master service agreement with Lexipol, LLC comes to the Board after the start date thereof due to inadvertent delays that occurred during the contract development process.
Accordingly, the Humboldt County Probation Department recommends that the Board approve, and authorize the Chief Probation Officer, or a designee thereof, to execute, the attached master service agreement with Lexipol, LLC regarding the provision of policy management, training and wellness services through the implementation and administration of the Knowledge Management System and CorrectionsOne Academy Training Program for the period of February 1, 2026 through January 1, 2027, and annually thereafter until terminated as set forth therein. It is also recommended that the Board authorize the Chief Probation Officer, or a designee thereof, to execute any and all subsequent amendments to, and any other agreements, certifications, attestations, termination letters and documents directly associated with, the attached master service agreement with Lexipol, LLC, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the provision of needed policy management, training and wellness services.

The attached master service agreement with Lexipol, LLC has a maximum amount payable of Seventy-Eight Thousand Five Hundred Sixty-One Dollars ($78,561.00) for the period of February 1, 2026 through January 31, 2027, and annually thereafter until terminated as set forth therein. In no event shall the maximum amount paid under the attached master service agreement with Lexipol, LLC exceed Forty-Three Thousand Five Hundred Twenty-Five Dollars ($43,525.00) for fiscal year 2025-2026, Sixty-Seven Thousand Seven Hundred Sixty-Nine Dollars and Seventy-Five Cents ($67,769.75) for fiscal year 2026-2027 and Seventy-Eight Thousand Five Hundred Sixty-One Dollars ($78,561.00) for fiscal year 2027-2028. However, if local, state or federal funding is reduced or eliminated, the County of Humboldt may reduce the above-referenced maximum amount payable or terminate the attached master service agreement with Lexipol, LLC in its entirety.
Expenditure appropriations related the attached master service agreement with Lexipol, LLC have been included in the approved fiscal year 2025-2026 and 2026-2027 budgets for Humboldt County Probation Department budget units 1100-234 and 1100-235 for these services. As a result, there is no need for a supplemental budget at this time.
STAFFING IMPACT:
Approval of the attached master service agreement with Lexipol, LLC will not impact current staffing levels.
OTHER AGENCY INVOLVEMENT:
None
ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to approve the attached master service agreement with Lexipol, LLC regarding the provision of policy management, training and wellness services through the implementation and administration of the Knowledge Management System and CorrectionsOne Academy Training Program. However, this alternative is not recommended as it would not allow the Humboldt County Probation Department to maintain up to date and well researched policy and procedure manuals.
