RECOMMENDATION(S):

Recommendation

That the Board of Supervisors adopt the attached resolution that:

1.                     Authorizes submittal of a grant application (Attachment 1a) to the California Coastal Commission to provide financial and planning assistance, under authority of the California Coastal Act, in an amount up to $100,000 to fund completion of the update to the Humboldt Bay Area Plan to address land use mapping changes, including possible changes to the location of the Coastal Dependent Industrial Zone, tsunami hazards and sea level rise;

2.                     Authorizes the Director of the Planning and Building Department to execute any contracts, agreements and amendments thereto necessary to prepare and submit the grant application package.

DISCUSSION:

This item authorizes the Planning and Building Department Director to submit an application to fund completion of the update to the Humboldt Bay Area Plan to address land use mapping changes, including possible changes to the location of the Coastal Dependent Industrial Zone, tsunami hazards and preliminary sea level rise adaptation policy.

 

The specific grant application has not yet been developed. The template application form is in Attachment 1a. The Planning and Building Department is considering accelerating the grant application process through the use of a consultant.

 

The funding would come from the California Coastal Commission’s program supporting local government updates to their LCP’s to enhance coastal resiliency. The non-competitive rolling application process used for this grant is designed for targeted projects up to $100,000 which have a high likelihood of success over a shorter grant term, such targeted LCP changes. 

 

The LCP update work the county has done over the previous 5-year period are close to completion, so this update has a high certainty of success. It is distinguished from another item approved by your Board on the Oct. 18, 2022 agenda - a much larger application to the Coastal Commission’s competitive grant program to develop a regional sea level rise adaptation strategy and begin to implement it.

 

FINANCIAL IMPACT:

The financial impacts associated with the specific $100,000 grant application will be using Budget Unit 1100282-601-506100. Generally, grants awarded through this program allow reimbursement of all staff salaries and benefits, consultant charges and they also reimburse the deminimus 10% administrative overhead charge, which will be reserved for cost allocation and internal service fund charges, some of which are provided by General Fund departments. Funding from this grant would cover these costs creating a positive impact on the General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

Your Board could choose to not apply for these funds. This is not recommended as grant funds

available for local coastal planning are scarce and there may only be limited

opportunities to resubmit in the future.
