RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Accept a community grant of $9,193 from Coast Central Credit Union for the DHHS - Public Health MCAH CPS Program; and
2. Approve the attached supplemental budget (Attachment 2) in the amount of $9,193 for FY 2024-25 for DHHS - Public Health MCAH CPS Program (1175420001) (4/5 Vote Required); and
3. Direct the Clerk of the Board to provide DHHS Contract Unit with one fully executed certified copy of the Board Order related to this item.

DISCUSSION:
In the County of Humboldt, car seat safety inspection data shows that more than 90% of car seats inspected are being used incorrectly: either the wrong size or type of safety restraint system for the child is in use, or they are incorrectly installed. The DHHS - Public Health MCAH CPS Program aims to educate the community about the importance of safety seats, the current laws governing the use of safety restraints, the proper use of all types of restraints, i.e., car seats, boosters and seat belts and provide low-income families with free safety seats when needed.
In 2024, CPS distributed nearly 170 car seats and booster seats. The car seats vary according to the age, height and weight of the child. A convertible child car seat, designed for rear-facing and forward-facing use, provides safety and adjustability to grow with the younger child. Booster car seats accommodate children who no longer fit the convertible seat requirements. The convertible car seat cost is $73.40 per unit. The booster seat costs $37.20 each.
If accepted the $9,193 community grant from Coast Central Credit Union would allow the CPS program to purchase 100 car seats and booster seats to be distributed per the program’s guidelines to low-income families.

Narrative Explanation of Financial Impact:
The community grant from Coast Central Credit Union will allow DHHS - Public Health to be reimbursed for $9,193 for the FY 2024-25 in MCAH CPS Program (420001) for the purchase of car seats and booster seats for community disbursement. This was not included in the proposed county budget for FY 2024-25 and requires approval of the attached supplemental budget.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board of Supervisors may choose to not accept the community grant funds. This is not recommended as it would negatively impact the number of car seats available to low-income families.
