RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Receive and file the bid proposals submitted for the Garberville Veterans Hall Demolition Project;
2. Award the project agreement to Unlimited Environmental, Inc., for the total amount of One Hundred Sixty-One Thousand Five Hundred Twenty-Five Dollars ($161,525.00);
3. Authorize the Chair of the Board to execute the project agreement upon submittal of the appropriate bonds and insurance;
4. Authorize the Public Works Director to execute contract change orders up to the amount of Sixteen Thousand One Hundred Fifty-Two Dollars and Fifty Cents ($16,152.50); and
5. Receive a report on the conceptual design process for the new Garberville Veterans Hall.

DISCUSSION:
On August 23, 2022, the Humboldt County Board of Supervisors approved and authorized the Clerk of the Board to advertise the Garberville Veterans Hall Demolition Project for bids. On September 13, 2022, the County of Humboldt received five (5) bids for the project.
The Humboldt County Department of Public Works (“Public Works”) recommends that the Board of Supervisors: receive and file the bid proposals submitted for the Garberville Veterans Hall Demolition Project; award the attached project agreement to Unlimited Environmental, Inc., for the total amount of One Hundred Sixty-One Thousand Five Hundred Twenty-Five Dollars ($161,525.00); authorize the Chair of the Board to execute the attached project agreement upon submittal of the appropriate bonds and insurance; and authorize the Public Works Director to execute contract change orders up to the amount of Sixteen Thousand One Hundred Fifty-Two Dollars and Fifty Cents ($16,152.50).
Prior to demolition of the building, staff will work with the Garberville Veterans Association to finalize the moving and storage needs of the facility. Staff will also be finalizing specifications and receiving bids for ongoing construction fencing to be installed at the site after demolition.
In recent months, Public Works - Facilities Management staff have also been working with the Garberville Veterans Association to develop and refine a conceptual plan for the future Garberville Veterans Hall building. The Garberville Veterans Conceptual Plan was approved by the Garberville Veterans Association on September 12, 2022, as the basis for continued development. Public Works staff will continue to refine this concept as the basis for project-specific architecture and engineering services and will return to your Board at a later date with a recommended design team to move the project forward towards construction.
FINANCIAL IMPACT:
The value of the demolition contract is One Hundred Sixty-One Thousand Five Hundred Twenty-Five Dollars ($161,525.00). The total cost of the demolition project, including moving, storage and long-term construction fencing is now estimated at Two Hundred Eleven Thousand Fifty-Four Dollars ($211,054.00), a reduction of approximately sixteen percent (16%) from the previous estimate of Two Hundred Fifty-One Thousand Eight Hundred Forty-Five Dollars ($251,845.00). Funds to cover the costs of the project are included in the approved fiscal year 2022-2023 budget.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board of Supervisors may choose not to award the project agreement for the Garberville Veterans Hall Demolition Project. However, this alternative is not recommended because the building has exceeded its useful life, it contains hazardous materials that must be abated, and demolition is necessary to develop the site for a future Veterans Hall
