RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve the attached budget adjustment (Attachment 2) to establish the fixed asset line in the amount of $18,500 and authorize Purchasing Agent to procure a new Vulcan Kitchen Range to replace the existing kitchen oven at Sempervirens Psychiatric Health Facility (4/5th Vote Required).

DISCUSSION:

Sempervirens Psychiatric Health Facility (PHF), an inpatient facility providing 24-hour psychiatric care, has an in-house commercial kitchen necessary to prepare and serve meals to patients as a basic service required by its licensing authorities, the California Department of Health Care Services (DHCS) and the California Department of Public Health (CDPH). The existing kitchen oven at Sempervirens PHF, originally purchased and installed in 1994, has a broken oven door that has caused staff injuries. Additionally, the broken oven door prevents the oven from maintaining a steady temperature which compromises food safety and quality. The Department of Health and Human Services (DHHS) Building Maintenance and Facilities were unable to locate replacements parts and were unable to find a local vendor who could repair the oven, due to the age of appliance. Accordingly, DHHS recommends that the Board of Supervisors approve the purchase of a replacement kitchen range and oven to be installed at Sempervirens PHF.

Narrative Explanation of Financial Impact:

DHHS-Behavioral Health requests to establish funds in Fixed Assets in the amount of $18,500 for purchase of replacement range and oven.  Funds are available for transfer from the Fixed Asset line for vehicles due to vehicle purchases that have been deferred to FY 2023-24. Funding for Sempervirens kitchen commercial equipment is available from Federal Financial Participation for inpatient Medicare and Medi-Cal services and Behavioral Health Realignment.

There is limited staffing impact to approval of this item. DHHS-Procurement staff will work with County Purchasing to initiate Purchase Order and selection of equipment for purchase.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

Your Board could choose not to approve the budget adjustment. However, this alternative is not recommended as the broken oven door has already caused injuries to staff and compromises food quality and safety, which may ultimately impact the operating license of Sempervirens PHF.
