This action supports the following areas of your Board’s Strategic Plan.
Area of Focus: Core Services/Other
Strategic Plan Category: 9999 - Core Services/Other
DISCUSSION:
The California Department of General Services Department of Forestry and Fire Protection Air Base occupies approximately five acres of land at the Rohnerville Airport in Fortuna, California. The property is used for a CalFire Air Attack Base. This property has been leased to the State of California since 1965, and the State of California has made and owns all the improvements.
This parcel is essential to Cal Fire’s ability to effectively conduct wildfire suppression and rescue operations throughout the surrounding community. The Department of Aviation is updating its agreements to comply with current Federal Aviation Administration requirements and ensure that all agreements reflect fair market value.
On Oct. 1, 1996, the California Department of General Services Department of Forestry and Fire Protection Air Base lease rate was set at $300 a month. The last increase, July 1, 2004, increased the monthly lease amount to $357. The agreement before your Board today effective Jan. 1, 2026, will bring the lease up to fair market value within the first three years of the agreement and add a 2% increase every five years through Dec. 31, 2054.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could choose not to ratify the attached Land Lease Agreement with the California Department of General Services. However, the current lease is in holdover and is not compliant with Federal Aviation Administration requirements and it would result in foregoing significant lease revenue.
