RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Receive and approve the plans and specifications for the ACV Parking Lot Rehabilitation Project; and

2.                     Authorize the Clerk of the Board to advertise the above referenced project, pursuant to Section 22037 of the California Public Contract Code, with bids to be opened May 31, 2023; and

3.                     Find that the project is exempt from environmental review pursuant to Section 15301 of the California Environmental Quality Act Guidelines; and

4.                     Direct Aviation Staff to prepare and file the CEQA Notice of Exemption (Attachment 3) with the County Clerk and Office of Planning and Research.

DISCUSSION:

On August 16, 2022, Humboldt County, Department of Aviation entered into a professional services agreement with Armstrong Consultants for Parking Lot Rehabilitation Design.  The signed agreement engaged Armstrong to produce final engineering design, prepare documents, and manage the bidding process for the Parking Lot Rehabilitation project at ACV.  The electrical design work was done locally by engineers at the Schatz Energy Research Center (SERC) at Cal Poly Humboldt to ensure compatibility with the Redwood Coast Airport Microgrid (RCAM) Project that was previously completed at the ACV Airport with SERC and the Redwood Coast Energy Authority (RCEA). 

 

On March 15, 2022 the Aviation Department provided an update to your Board on planned utilization of CARES Act Grants and other infrastructure funding for upcoming projects at ACV and the other five (5) airports in the Humboldt County Aviation System.  Included in that report was an outline of planned rehabilitation efforts to the paid parking lots at the ACV Airport. 

 

The Department of Aviation is now requesting bid authorization for the rehabilitation of the ACV parking lots.  This work includes replacement of parking lot pay booths with a modernized electronic payment and customer service communications equipment, milling and removing dilapidated asphalt surfacing, leveling the surface area for ADA compliance, and replacing the asphalt with a new surface.  Electrical work associated with this project will include new pole locations to conform to the new parking lot spatial alignment and the installation of up to 50 new electric vehicle charging stations, of which at least four will provide Vehicle to Grid (V2G) capabilities. 

 

To meet Federal Aviation Administration (FAA) requirements, the public bidding process must be conducted prior to receiving a grant from the FAA for the construction of the project.  After bids are opened on May 31, 2023, the winning bidder will be identified, and a separate item brought back before the Board of Supervisors to recommend entering into a contract with the winning bidder.  Additionally, an item will be brought before the Board of Supervisors seeking approval for accepting the grant offer from the FAA, which is anticipated in June-July 2023.  The contract will be deemed null and void, should the FAA grant funding not be available to the County of Humboldt.

 

The project was evaluated for compliance with the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA) and was determined to meet the criteria for a categorical exemption pursuant to Section 15301 of the CEQA and a categorical exclusion of the NEPA.  The CEQA exemption applies to the replacement or reconstruction of existing facilities where the new facility will be located on the same footprint as the facility replaced and will have substantially the same purpose as the facility replaced.  The Parking Lot design has been configured such that the Project would only occur within the existing footprints of the areas at the ACV Airport that have historically been used for parking. In addition, there are no unusual circumstances or historical resources that would make this exemption inapplicable. 

 

FINANCIAL IMPACT:

The engineering estimate for the Parking Lot Rehabilitation Project is $4.5 million.  The Department of Aviation has been working closely with the FAA to complete planning steps which will allow Humboldt County to apply for, and be in contention to receive, reimbursement for 100% of the project costs.  Therefore, there is no anticipated impact to the General Fund for this project.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not to approve the recommendations to approve the plans and specifications and authorization to bid.  However, the parking lot surface, pay booth, and electrical infrastructure continues to deteriorate after several decades without being addressed.  If the County does not pursue FAA funding to assist with this project, the entire cost of the project (estimated at $4.5 million) would need to be borne by the County of Humboldt.
