RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve, and authorize the Chair of the Board to execute, the attached memorandum of understanding with South Bay Union School District regarding payment of the costs and expenses associated with the provision of social, health and family support services to eligible individuals and families residing in Humboldt County in an amount not to exceed $25,073.22 for the period of April 1, 2021 through June 30, 2021;

2.                     Authorize the DHHS - Social Services Director, or a designee thereof, to execute any and all subsequent amendments to the attached memorandum of understanding with South Bay Union School District, after review and approval by County Counsel, Risk Management and the County Administrative Office;

3.                     Authorize the DHHS - Social Services Director, or a designee thereof, to execute additional memorandums of understanding regarding payment of the costs and expenses associated with the provision of social, health and family support services to eligible individuals and families residing in Humboldt County that are substantially similar to the attached memorandum of understanding with South Bay Union School District, and any amendments thereto, after review and approval by County Counsel, Risk Management and the County Administrative Office; and

4.                     Direct the Clerk of the Board to return one fully executed original copy of the attached memorandum of understanding with South Bay Union School District to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:

On March 22, 2005 (item D-4), the Humboldt County Board of Supervisors (Board) authorized the Department of Health and Human Services - Social Services (DHHS - Social Services) to finance child welfare improvement activities through grant funding to various local community and family resource centers.  Providing community and family resource centers with grant funding increases DHHS - Social Services’ ability to provide situation appropriate responses to reports of child abuse and/or neglect as defined in the County of Humboldt’s departmental differential response goals and objectives.

 

On June 23, 2020 (item C-25), the Board approved a grant of $1,059,645 to the Humboldt Network of Family Resource Centers in order to allow for the provision of community outreach and support services for the period of July 1, 2020 through June 30, 2021; and authorized the DHHS - Social Services Director, or a designee thereof, to execute grant agreements with participating community and family resource centers.

 

On August 27, 2020, DHHS - Social Services entered into a grant agreement with South Bay Union School District, as fiscal agent for the Pine Hill and South Bay Family Resource Center, regarding the provision of social, health and family support services to eligible individuals and families residing in Humboldt County for the period of July 1, 2020 through June 30, 2021. Due to the COVID-19 pandemic, South Bay Union School District used less funds on personnel costs, and provided more direct services to the community, than was originally budgeted in the grant agreement. The attached memorandum of understanding will allow for payment of the costs and expenses associated with the social, health and family support services provided by South Bay Union School District in accordance with the terms and conditions of the Grant Agreement during the period of April 1, 2021 through June 30, 2021.

 

Accordingly, DHHS - Social Services recommends that the Board approve, and authorize the Chair of the Board to execute, the attached memorandum of understanding with South Bay Union School District regarding payment of the costs and expenses associated with the provision of social, health and family support services to eligible individuals and families residing in Humboldt County for the period of April 1, 2021 through June 30, 2021. Staff also recommends that the Board authorize the DHHS - Social Services Director, or a designee thereof, to execute any and all subsequent amendments to the attached memorandum of understanding with South Bay Union School District, and additional memorandums of understanding that are substantially similar thereto, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any delays in the payment of the costs and expenses associated with the provision of social, health and family support services to eligible individuals and families residing in Humboldt County.

 

FINANCIAL IMPACT:

The attached memorandum of understanding with South Bay Union School District has a maximum amount payable of $25,073.22 for the period of April 1, 2021 through June 30, 2021. Expenditure appropriations related to the attached memorandum of understanding with South Bay Union School District have been included in the approved fiscal year 2021-2022 budget for DHHS - Social Services budget unit 1160-511. As a result, approval of the attached memorandum of understanding with South Bay Union School District will not impact the Humboldt County General Fund.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations, creating opportunities for improved safety and health and providing community-appropriate levels of services.

 

OTHER AGENCY INVOLVEMENT:                     

None

 

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not to approve the attached memorandum of understanding with South Bay Union School District regarding payment of the costs and expenses associated with the provision of social, health and family support services to eligible individuals and families residing in Humboldt County. However, this alternative is not recommended since it would not allow DHHS - Social Services to pay South Bay Union School District for the social, health and family support services provided to eligible individuals and families during the period of April 1, 2021 through June 30, 2021.
