RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve, and authorize the Chair of the Board to execute, the attached professional services agreement with Davis Guest Home regarding the provision of long-term residential mental health treatment services to adults with severe mental illnesses for the period of July 1, 2019 through June 30, 2022;

2.                     Authorize the Department of Health and Human Services - Mental Health Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with Davis Guest Home, after review and approval by County Counsel, Risk Management and the County Administrative Office; and

3.                     Direct the Clerk of the Board to return a fully executed original copy of the attached professional services agreement with Davis Guest Home to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:

The Humboldt County Department of Health and Human Services - Mental Health (DHHS - Mental Health), in coordination with the Humboldt County Public Guardian’s Office, utilizes a variety of placement options to provide long-term mental health treatment services to mentally ill clients who require assistance in locked and unlocked facilities. It is important for the placement team to have a variety of treatment options because vacancies and client needs fluctuate.

 

Davis Guest Home operates an adult residential treatment facility located in Modesto, California. Davis Guest Home’s adult residential treatment facility serves as a sub-acute psychiatric residential facility, offering rehabilitative mental health treatment services for severely and persistently mentally ill individuals. All mental health treatment services provided at Davis Guest Home’s adult residential treatment facility focus on transitioning clients to independent living within their communities as soon as may be appropriate.

 

On July 19, 2016 (Item D-18), the Humboldt County Board of Supervisors approved the current professional services agreement with Davis Guest Home regarding the provision of long-term residential mental health treatment services to adults with severe mental illnesses for the period of July 1, 2016 through June 30, 2022. The Board subsequently approved the first and second amendments to the current professional services agreement with Davis Guest Home, which adjusted the rates of compensation set forth therein, on June 20, 2017 (Item C-9) and May 8, 2018 (Item C-16). The attached professional services agreement will allow eligible DHHS - Mental Health clients to receive long-term residential mental health treatment services at Davis Guest Home’s adult residential treatment facility for the period of July 1, 2019 through June 30, 2022.

 

Accordingly, DHHS - Mental Health recommends that the Board approve, and authorize the Chair of the Board to execute, the attached professional services agreement with Davis Guest Home regarding the provision of long-term residential mental health treatment services to adults with severe mental illnesses for the period of July 1, 2019 through June 30, 2022. It is also recommended that the Board authorize the DHHS - Mental Health Director, or a designee thereof, to execute any and all future amendments to the attached professional services agreement with Davis Guest Home, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid delays in the provision of needed residential mental health treatment services.

 

FINANCIAL IMPACT:

The attached professional services agreement with Davis Guest Home has a maximum amount payable of $1,196,289 for the period of July 1, 2019 through June 30, 2022. In no event shall the maximum amount paid under the attached professional services agreement with Davis Guest Home exceed $398,763 per fiscal year (FY) for FY 2019-20 through 2021-22. However, if local, state or federal funding is reduced or eliminated, the County of Humboldt may reduce the above-referenced maximum amount payable or terminate the attached professional services agreement with Davis Guest Home in its entirety.

 

Expenditure appropriations related to the attached professional services agreement with Davis Guest Home have been included in the proposed FY 2019-20 budget for DHHS - Mental Health Adult Services budget unit 1170-496. Funding for the attached professional services agreement with Davis Guest Home is available through state realignment and Mental Health Services Act revenues received by DHHS - Mental Health. As a result, approval of the attached professional services agreement with Davis Guest Home will not impact the Humboldt County General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board could choose not to approve the attached professional services agreement with Davis Guest Home regarding the provision of long-term residential mental health treatment services to adults with severe mental illnesses. However, this alternative is not recommended since it would require DHHS - Mental Health to place clients at inpatient facilities which will be more costly and may not provide the appropriate level of treatment for such clients.
