RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Review and modify as necessary the proposed Grand Jury responses from the Board of Supervisors. (Attachments 2, 4, and 6);

2.                     Approve the documents, as may be modified, as the response;

3.                     Direct the Clerk of the Board, within 5 working days, to submit the final response with an accompanying Board Order to the 2021-22 Grand Jury and the Presiding Judge of the Superior Court:

4.                     Direct the Clerk of the Board, within 5 working days, to submit a copy of all attached responses to the County Clerk/Recorder, together with a copy of the original report; and

5.                     Direct the Clerk of the Board, within 5 working days, to submit two copies of all attached responses to the Clerk of the Court, one of which will be forwarded to the State Archivist, together with a copy of the original report.

DISCUSSION:

The Grand Jury investigates and reports on the operations, accounts, and records of the officers, departments, or functions of the county. The county thanks the Grand Jury for its hard work and efforts that they have put forth in their 2021-22 Grand Jury reports.

 

The Grand Jury has submitted six reports to the Presiding Judge of the Superior Court, of which were received, and responses were approved by your Board on July 19, 2022, Aug. 16, 2022, and Aug. 23, 2022. Three of the remaining reports require responses from your Board which will come before your Board today. The reports that will be discussed are as follows:

 

                     “Distrust, Disagreements, Dysfunction” (Attachment 1). The Grand Jury has requested responses from the Board of Supervisors, former Auditor-Controller Karen Paz Dominquez, County Administrative Officer Elishia Hayes, Interim Treasurer-Tax Collector Amy Christensen, Sheriff William Honsal, Public Works Director Thomas Matson, and DHHS Director Connie Beck.

                     “Custody, Corrections and Other County Facilities” (Attachment 3). The Grand Jury has requested responses from the Board of Supervisors, the Humboldt County Information Technology Department/County Administrative Office, Sheriff William Honsal, Arcata Police Chief Brian Ahearn, Interim Eureka Police Chief Todd Jarvis, Fortuna Police Chief Casey Day, DHHS Director Connie Beck, and Human Resources Director Zachary O’Hanen.

                     “Collaborative Community Quest” (Attachment 5). The Grand Jury has requested responses from the Board of Supervisors, DHHS Director Connie Beck, and Sheriff William Honsal.

There is no financial impact related to providing a response. Some individual responses may require expenditures.
