RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve and authorize the Chair to sign Resolution (Attachment 1) authorizing the Humboldt County Sheriff’s Office (HCSO) to submit the governing body resolution for the U.S. Department of Justice Bureau of Justice Assistance Kevin and Avonte Program: Reducing Injury and Death of Missing Individuals with Dementia and Developmental Disabilities FY2026 grant application in the amount of $53,314; and
2. If awarded, authorize the County Administrative Officer, the Sheriff, and the Sheriff’s Deputy Director of Financial and Support Services to accept grant funds and sign any documents required by the Department of Justice - Office of Justice Programs for participation in the program; and
3. Authorize the County Administrative Officer to sign the Bureau of Justice Assistance Kevin and Avonte Program: Reducing Injury and Death of Missing Individuals with Dementia and Developmental Disabilities FY2026 Certification of Chief Executive Officer (Attachment 2); and
4. Direct the Clerk of the Board to return a completed and signed copy of the Resolution to the HCSO in original and email formats, Attention: Lucinda Jackson, for submittal to the funding agency.

DISCUSSION:
The United States Department of Justice Bureau of Justice Assistance issued a grant funding opportunity, Kevin and Avonte Program: Reducing Injury and Death of Missing Individuals with Dementia and Developmental Disabilities FY2026 that supports public safety efforts to reduce deaths and injuries of individuals with forms of dementia, such as Alzheimer’s disease, or developmental disabilities, such as autism, who, due to their condition, wander from safe environments. This program provides funding to law enforcement, other public safety agencies, and health care agencies to implement locative technologies that track missing individuals. It also provides funding to such agencies and partnering nonprofit organizations to develop or operate programs to prevent wandering, increase safety for vulnerable individuals, and facilitate rescues.
The award ceiling for this grant opportunity is $150,000. The goal of this grant funding is to reduce the number of deaths and injuries of people living with forms of dementia or developmental disabilities who wander from safe places because of their condition. Humboldt County is a geographically vast, rural jurisdiction spanning over 3,600 square miles and the HCSO does not have an aviation division. For this reason, the HCSO relies heavily on unmanned aerial vehicles (UAVs) to conduct aerial searches. If awarded, these grant funds will be used for the purchase of two UAVs and software that will enable the HCSO to rapidly search a large area for missing and endangered persons.

Narrative Explanation of Financial Impact:
This will be the HCSO’s first application for the Kevin and Avonte Program: Reducing Injury and Death of Missing Individuals with Dementia and Developmental Disabilities grant funding. The award ceiling for this grant is $150,000. Due to the highly competitive nature of this grant opportunity, the HCSO will submit a modest grant application of $53,314 that includes $45,500 for equipment and supplies, $2,750 for software, and $5,064 for indirect charges. Indirect charges include county A87 charges estimated at 10% of the total grant request, or $3,375, and grant administration costs at five percent, or $1,689. There is no match requirement for this grant.

Your Board may choose not to apply for this funding award. This is not recommended as the number of missing and injured persons in Humboldt County continues to rise and this funding will provide the HCSO with the necessary funding to achieve its mission to be the safest rural community in California where peace, justice, and freedom thrive.
