RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve, and authorize the Chair of the Board to execute, the attached professional services agreement with Alcohol Drug Care Services, Inc. regarding the provision of residential substance use disorder treatment counseling and detoxification services in an amount not to exceed One Hundred Twenty Thousand Dollars ($120,000) for the period of July 1, 2021, through June 30, 2023;

2.                     Authorize the Department of Health and Human Services - Child Welfare Services Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with Alcohol Drug Care Services, Inc. after review and approval by County Counsel, Risk Management, and the County Administrative Office; and

3.                     Direct the Clerk of the Board to return one (1) fully executed original copy of the attached professional services agreement with Alcohol Drug Care Services, Inc. to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:

The Humboldt County Department of Health and Human Services - Child Welfare Services (“DHHS - Child Welfare Services”) utilizes the System of Care approach to provide residential treatment services to Humboldt County residents who have been diagnosed with a substance use disorder.   Such an approach is essential in providing effective strategies for parents and youth to achieve safety, permanency, and well-being.

 

Alcohol Drug Care Services, Inc. operates a residential treatment facility located in Eureka California, which provides a variety of substance use disorder treatment, counseling, and detoxification services, including, without limitation, assessment, group therapy and support, education, and referral services.  DHHS - Child Welfare Services has previously contracted with Alcohol Drug Care Services, Inc. on numerous occasions.  On each occasion, Alcohol Drug Care Services, Inc. has demonstrated expertise in providing a full range of substance use disorder treatment, counseling, and detoxification services to eligible Humboldt County residents.

 

The attached professional services agreement will allow eligible Humboldt County residents over eighteen (18) years of age to receive residential substance use disorder treatment, counseling and detoxification services from Alcohol Drug Care Services, Inc. for the period of July 1, 2021, through June 30, 2023.  It should be noted that the attached professional services agreement with Alcohol Drug Care Services, Inc. comes to the Board after the start date thereof due to inadvertent delays that occurred during the contract development process. 

 

Accordingly, DHHS - Child Welfare Services recommends that the Board approve, and authorize the Chair of the Board to execute, the attached professional services agreement with Alcohol Drug Care Services, Inc. regarding the provision of residential substance use disorder treatment, counseling, and detoxification services to eligible Humboldt County residents for the period of July 1, 2021, through June 30, 2023.  It is also recommended that the Board authorize the DHHS - Child Welfare Services Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with Alcohol Drug Care Services, Inc., after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the provision of needed residential substance use disorder treatment, counseling and detoxification services.

 

FINANCIAL IMPACT:

The attached professional services agreement with Alcohol Drug Care Services, Inc. has a maximum amount payable of One Hundred Twenty Thousand Dollars ($120,000) for the period of July 1, 2021, through June 30, 2023.  In no event shall the maximum amount paid under the attached professional services agreement with Alcohol Drug Care Services, Inc. exceed Sixty Thousand Dollars ($60,000) per fiscal year for fiscal years 2021-22 and 2022-23.  However, In the event local, state or federal funding is reduced or eliminated, the County of Humboldt may reduce the above-referenced maximum amount payable or terminate the attached professional services agreement with Alcohol Drug Care Services, Inc. in its entirety.

 

Expenditure appropriations related to the attached professional services agreement with Alcohol Drug Care Services, Inc. have been included in the fiscal year 2021-22 budget for DHHS - Social Services budget unit 1160-508, Child Welfare Services.  Funding for the attached professional services agreement with Alcohol Drug Care Services, Inc. is available through state realignment revenues received by DHHS - Child Welfare Services.  As a result, approval of the attached professional services agreement with Alcohol Drug Care Services, Inc. will not impact the Humboldt County General Fund.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations, creating opportunities for improved safety and health and providing community-appropriate levels of services.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not to approve the attached professional services agreement with Alcohol Drug Care Services, Inc. regarding the provision of residential substance use disorder treatment, counseling, and detoxification services to eligible Humboldt County residents.  However, this alternative is not recommended since it will not allow DHHS - Child Welfare Services to refer eligible Humboldt County residents to Alcohol Drug Care Services, Inc.’s residential substance use disorder treatment, counseling and detoxification facility.
