RECOMMENDATION(S):

Recommendation

That the Planning Commission take the following actions:

 

1.                     Request that Staff present the full list of measures and actions in the RCAP; and

 

2.                     Deliberate and comment on the RCAP (Attachment 2A, 2B, 2C, and 2D) and CEQA GHG Emissions Thresholds (Attachment 3); and

 

3.                     Provide comments on any areas of concern on the RCAP or CEQA GHG Emissions Thresholds.

DISCUSSION:

Executive Summary:

This item is a continuation from the August 7, 2025, Planning Commission meeting where a Public Workshop was held on the Humboldt Regional Climate Action Plan (RCAP) and proposed CEQA GHG Emissions Thresholds. At the August 7th public workshop Staff presented the RCAP structure, targets and measures, and the proposed CEQA GHG Emissions Thresholds. Public comment was received, and a request was made by the Planning Commission (PC) to continue the Workshop to the September 4th PC hearing to go over the full list of measures and actions in the RCAP Table 32.

 

This workshop is intended to provide the Planning Commission with detailed information on the RCAP measures and actions, to understand the concerns raised during the Environmental Impact Report (EIR) review process and to provide the commission with the ability to ask questions and provide comments on the RCAP and CEQA GHG Emissions Thresholds to identify any areas of major concern. The EIR that was prepared for the RCAP and CEQA GHG Emissions Thresholds will be brought back to the Planning Commission for decision at a future date.

 

OTHER AGENCY INVOLVEMENT:                     

The Humboldt Regional Climate Action Plan (RCAP) is a regional plan which requires the involvement of the incorporated cities of Arcata, Blue Lake, Eureka, Fortuna, Ferndale, Trinidad, and Rio Dell, as well as the Humboldt County Association of Governments (HCAOG), the Redwood Coast Energy Authority (RCEA), the Humboldt Transit Authority (HTA), and the Humboldt Waste Management Authority (HWMA). The RCAP and measures were developed through meetings, interviews, and review from all partners of the RCAP.
