RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve and authorize the Chair to sign Resolution (Attachment 1) authorizing the Humboldt County Sheriff’s Office (HCSO) to submit the governing body resolution for the Edward Byrne Memorial JAG Program Local 2025 grant application; and

2.                     If awarded, authorize the County Administrative Officer, the Sheriff, and the Sheriff’s Deputy Director of Financial and Support Services to accept grant funds and sign any documents required by the Department of Justice - Office of Justice Programs for participation in the program; and

3.                     Authorize the County Administrative Officer to sign the Edward Byrne Memorial JAG Program Local 2025 Award Solicitation Certifications and Assurances by the Chief Executive of the Application Government (Attachment 2); and

4.                     Direct the Clerk of the Board to return a completed and signed copy of the Resolution to the HCSO in original and email formats, Attention: Lucinda Jackson, for submittal to the funding agency.

DISCUSSION:

The Edward Byrne Memorial JAG Program was authorized under 34 U.S.C, Section 10151-10158 to provide funding to state and local jurisdictions. Some of the program’s focus areas include law enforcement, prosecution, indigent defense, courts, crime prevention and education, and corrections and community corrections. This funding is offered through annual solicitations. The HCSO has been awarded Edward Byrne Memorial JAG Program funding under different programs for many years. The 2018 grant cycle was the first time the HCSO applied for and received funding under the Edward Byrne Memorial JAG Program Local Solicitation; the HCSO has applied for and received funding each year since.

 

The maximum allowable award amount for the Edward Byrne Memorial JAG Program Local 2025 award is $17,583. If awarded it will be used to assist with the purchase of Peregrine software, which is designed to help law enforcement and public safety agencies manage and interpret large volumes of data from different sources. The software integrates information from surveillance technologies, record management systems, and computer-aided dispatch systems into a single point of access for law enforcement to analyze and act on data efficiently.

Narrative Explanation of Financial Impact:

The HCSO has received funding awards from the Edward Byrne Memorial JAG Program Local since 2018 ranging from $16,700 to $25,000. The current 2025 allocation is $17,583. There is no match required for this grant. Grant funds will be applied to assist with the purchase of Peregrine software. The software subscription is $90,100 per year. The software subscription is being included in the fiscal year 2026-27 budget submission in budget unit 3642-000 Sheriff State Asset Forfeiture and 1100-221910 Edward Byrne Memorial JAG Program Local.

There will be no impact on current staffing levels.

ALTERNATIVES TO STAFF RECOMMENDATIONS:

Your Board may choose not to apply for this funding award. This is not recommended as it may result in loss of future Edward Byrne Memorial JAG Program Local funding and will increase the Federal Forfeiture funds the HCSO must utilize to cover the costs of this software.
