STRATEGIC PLAN:
This action supports the following areas of your Board’s Strategic Plan.
Area of Focus: Core Services/Other
Strategic Plan Category: 9999 - Core Services/Other
DISCUSSION:
During the year-end review and certification of inventory for the Sheriff’s Office, staff discovered that an item listed in the inventory for Correctional Facility Realignment (Budget Unit 244) was no longer in the possession of the Sheriff’s Office. In researching the history of the item, staff discovered it was a wood processor that was purchased in 2013 using Realignment funds for the Sheriff’s Work Alternative Program (SWAP).
The wood processor had not been used in several years and a request was made by staff to sell or trade it in for more useful equipment for the SWAP program. Staff had been advised of the process to surplus the item. However, due to miscommunication with the previous SWAP Program Supervisor, the equipment was traded in without following the proper procedures. Staff determined that it had been traded to T&M Equipment Co. on April 1, 2025, for the trade-in value of $6,582.
Immediately upon discovery staff communicated to the County Administrative Office - Purchasing Division for guidance on correcting this oversight. The Purchasing Division recommended bringing this item retroactively to your Board acknowledging this error and asking approval to surplus the asset through the previously completed trade-in.
The Leica Scanner was purchased in July 2016 for $73,879 to assist the Sheriff’s Office Major Crimes Division (MCD) with processing of crime scenes. The equipment is outdated and was replaced in April 2026. The replacement scanner was approved by your Board on Sept. 23, 2025 (agenda item 25-1111) and paid for with a donation and asset forfeiture funds. MCD no longer has need of the old scanner. MCD is requesting the scanner be deemed surplus and for authority to work with the Purchasing Division to either donate the scanner to another local law enforcement agency or sell it at auction.
SOURCE OF FUNDING:
General Fund (1100-244 and 1100-221340)
FINANCIAL IMPACT:
Narrative Explanation of Financial Impact:
The value of the wood processor at time of trade-in was $6,582. In exchange for the trade-in, SWAP received a log splitter and repairs to other equipment, saving the SWAP farm from having to pay for these items out of the general fund allocation.
If MCD and purchasing are able to identify another local law enforcement agency that could use the Leica Scanner, then it would be to the benefit of the Humboldt County residents to donate the scanner. If no other local agency is interested, then MCD will work with the Purchasing Division to sell at auction. Any proceeds would be deposited to the General Fund in budget unit 1100-221340. Estimated value is over $3,000.
STAFFING IMPACT:
There is no impact to staffing.
OTHER AGENCY INVOLVEMENT:
Humboldt County Purchasing Division
ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose to not approve the recommendations. However, this is not recommended as it would not allow the ability to correct this oversight for the wood processor and would not allow the unused scanner to be removed from inventory.
