RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the attached agreement by and between County of Humboldt and Persimmony International, Inc. in the amount of $345,325 for fiscal years (FY) 2026-27 through 2028-29; and
2. Authorize the Chair of the Board to execute the attached Professional Services Agreement by and between County of Humboldt and Persimmony International, Inc.; and
3. Authorize the Department of Health and Human Services (DHHS) - Public Health Director, or a designee thereof, to execute any and all subsequent amendments, certifications, attestations and documents directly associated with the attached Professional Services Agreement by and between County of Humboldt and Persimmony International, Inc. after review and approval by County Counsel, Risk Management and the County Administrative Office.

DISCUSSION:
On March 8, 2016, your Board approved the initial Application Service Provider Agreement between Persimmony International, Inc. and DHHS - Public Health. An amendment to the agreement was approved by your Board on April 16, 2019, and a renewal professional service agreement was approved on June 29, 2021. Amendments to extend term were signed by the Director of Public Health on April 4, 2024 and May 1, 2025. The renewal of the agreement for FYs 2026-27 thru 2028-29 is before your Board today. This renewal is for the continued use of Persimmony Suite - Case Management (CM) and Time Study (TS) software within various divisions of DHHS- Public Health.
Persimmony CM is specifically designed for case management and reporting requirements set by the State of California for evidence-based home visiting services. Persimmony TS system is utilized to conduct perpetual time studies to maximize revenue by complying with funding requirements of state and federal programs as well as meeting specifications of various grants’ deliverables.

Narrative Explanation of Financial Impact:
The renewal of the Agreement with Persimmony International, Inc. will be effective for FY 2026-27, 2027-28 and 2028-29. The total amount of the agreement is $345,325, not to exceed $111,225 for FY 2026-27, $115,065 for FY 2027-28 and $119,036 for FY 2028-29. This amount was anticipated and included in the proposed FY 2026-27 county budget in the Nursing Administration budget unit (1175416). The amounts for FY 2027-28 and 2028-29 will be included in upcoming county budget cycles.
STAFFING IMPACT:
There is no staffing impact associated with this agreement
OTHER AGENCY INVOLVEMENT:
No other agencies are involved in this Agreement.
ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could choose not to approve and sign the renewal agreement. This is not recommended as it would impact DHHS- Public Health’s ability to maintain electronic health and client records; track required documentation to meet state audit requirements and streamline multiple time study processes.
