Recommendation
That the Board of Supervisors:
1. Receive and file the proposals submitted in response to the Request for Proposal No. DHHS2022-03 regarding the provision of California High-Fidelity Wraparound services to eligible DHHS - BH and CWS clients, as well as potential clients involved in the Juvenile Probation system;
2. Approve the selection of Redwood Community Services Inc., as the organization to provide California High-Fidelity Wraparound services to eligible DHHS - BH and CWS clients, as well as potential clients involved in the Juvenile Probation system;
3. Approve, and authorize the Chair of the Board to execute, the agreement with Redwood Community Services, Inc. regarding the provision of California High-Fidelity Wraparound services in an amount not to exceed $445,879 for the period of Oct. 1, 2023, through Sept. 30, 2024;
4. Authorize the Department of Health and Human Services - Child Welfare Services Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with Redwood Community Services, Inc., after review and approval by County Counsel, Risk Management and the County Administrative Office; and
5. Direct the Clerk of the Board to return one fully executed original copy of the attached professional services agreement with Redwood Community Services, Inc. to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:
The Family First Prevention Services Act (FFPSA) reforms Title IV-E under the Social Security Act to, in part, limit reliance on congregate care for children in foster care. As part of this reform, Part IV of the FFPSA established the requirement to provide 6 months of family-based aftercare services to eligible youth and non-minor dependents (NMDs) transitioning from a Qualified Residential Treatment Program to a family-based setting.
To implement this requirement in California, Assembly Bill 153 created Welfare and Institutions Code (W&IC) section 4096.6, which requires that each child welfare agency, probation department, and mental health plan shall jointly provide, arrange for, or ensure the provision of the six months of aftercare services for youth in the placement and care responsibility of the county child welfare or county probation agency who are discharged from a Short Term Residential Therapeutic Program (STRTP), from an out-of-state residential facility, or from a community treatment facility, to a family-based setting. These family-based aftercare services are required to use a California High-Fidelity Wraparound model, approved by the State Department of Social Services and consistent with the California Wraparound Standards and Chapter 4 (commencing with Section 18250) of Part 6 of Division 9, for aftercare services.
On Oct. 7, 2022, DHHS Children’s Behavioral Health, Children’s Welfare Service and Probation departments issued a joint Request for Proposal No. DHHS2022-03 in solicitation of an organization to meet the needs of these requirements for Humboldt County dependents and wards.
Two complete and timely proposals were submitted in response to Request for Proposal No. DHHS2022-03; one from Humboldt NeuroHealth and one from Redwood Community Services, Inc.
An evaluation committee comprised of Child Welfare Services, Behavioral Health and Probation staff, selected the proposal submitted by Redwood Community Services, Inc. (RCS) as the one best suited to the needs of Humboldt County youth for provision of these services.
Children’s Behavioral Health had an executed Mental Health Organizational Provider Agreement for FY 21-22 through 22-23 in place with Redwood Community Services Inc. at the time of the RFP and a new Organizational Provider Agreement for FY 23-24 through 24-25 was approved by the Board on May 23, 2023 and signed by the DHHS Behavioral Health Director on June 27, 2023. The individual services needed to support Wraparound are included in that Scope of Work, the current contract cap is expected to be sufficient to support the Wraparound clients for the duration of the FY 23-24 through 24-25 contract term.
DHHS-Child Welfare Services requests that the Board approve, and authorize the Chair of the Board to execute, the attached professional services agreement with Redwood Community Services, Inc. regarding the provision of High-Fidelity Wraparound services for families served by CWS and Probation for the period of Oct. 1, 2023, through Sept. 30, 2024. It is also recommended that the Board authorize the DHHS - Child Welfare Services Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with Redwood Community Services, Inc., after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the provision of needed High-Fidelity Wraparound services in support of county dependents and wards returning to a home based care setting after stepping down from high level of care facility placements.
The Probation department, in partnership with Child Welfare Services, will utilize the services in the agreement with RCS for Probation wards. The departments will enter into a MOU to ensure that youth served by each department have access to these step-down services.
This agreement is coming to the Board after the agreement effective date due to unintended impacts from reduced staffing levels and lengthy agreement development.

Narrative Explanation of Financial Impact:
The attached professional services agreement with Redwood Community Services, Inc. has a maximum amount payable of $445,879 for the period of Oct. 1, 2023, through Sept. 30, 2024. RCS will bill the county $129 per day per youth for services. The costs for the services will be covered by Child Welfare Service and Probation based on which department placed the youth in Wraparound services. The Child Welfare Services budget is anticipated to support 4 youth at $188,340 and Probation is anticipated to support 3 youth at $141,255 for after-care step down services. The agreement has a cap of 10 youth which allows for fluctuations in youth who would need after-care step down services and to also allow for placement of youth for prevention services. The remaining Wraparound slots will be for youth who would benefit from Wraparound services in order to prevent higher level of care placements and is supported through Child Welfare Services budget at $116,284.
The entirety of the agreement will be paid for in the Child Welfare Services budget, Fund 1160, Budget Unit 508, the portion covered through Probation will then be applied to Probation funds based on services billed for Probation youth. California Department of Social Service (CDSS) in support of FFPSA Aftercare Services has issued State General Fund allocations to counties. In fiscal year (FY) 2023-24 the allocation for Child Welfare Services is $40,240 and $8,893 for Probation. Expenses related to this agreement will be claimed on the Social Services quarterly expense claim. The remaining balance of the agreement will be supported through realignment. In future years it is anticipated that federal funds will be available to support these activities.
STAFFING IMPACT:
Approval of the attached professional services agreement with Redwood Community Services, Inc. will not impact current staffing levels.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to approve the attached professional services agreement with Redwood Community Services, Inc. regarding the provision of California High-Fidelity Wraparound Services. However, this alternative is not recommended, as it would severely limit DHHS - Child Welfare Services’ ability to meet state mandated service requirements.
