RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve, authorize the Director of Public Works to advertise and distribute, the attached request for proposals regarding the provision of design engineering and environmental services for the rehabilitation of Mattole River Bridge 04C0189; and

2.                     Direct the Clerk of the Board to provide the Department of Public Works with one (1) fully executed certified copy of the Board order related to this item.

DISCUSSION:

On Feb. 24, 2026, Humboldt County received Highway Bridge Program funding for the preliminary engineering phase for the rehabilitation of the Mattole River Bridge 04C0189.  Also known as A. W. Way Bridge, the project is located on the Mattole Road between Honeydew and Petrolia in the southern portion of the County.

 

The Mattole River Bridge, originally constructed in 1935, is currently rated in poor condition due to a failed wingwall and concrete spalling at multiple locations.  In addition, the existing single-lane configuration includes a substandard horizontal curve on the western approach at the location of the failed wingwall, which has contributed to multiple vehicular accidents.  The proposed Project will address these deficiencies through replacement of the failed wingwall with a new retaining wall, geometric improvements to the western approach to enhance safety, and repair of deteriorated elements within the bridge superstructure.  All improvements will be designed to preserve the historic character of the bridge, which is eligible for listing on the National Register of Historic Places (NRHP).

 

Due to the technical requirements for bridge design and environmental studies and the historic nature of the bridge, certain professional services are required to complete the project.  Public Works has prepared the attached request for proposals (“RFP”) to retain a qualified design engineering and environmental firm to provide services that will be required to complete the rehabilitation of Mattole River Bridge 04C0189 Project.

 

Accordingly, the department recommends that the Board of Supervisors approve and authorize the Director of Public Works to issue the attached RFP regarding design engineering and environmental services for the rehabilitation of Mattole River Bridge 04C0189.

Narrative Explanation of Financial Impact:

As noted above, the maximum amount payable for any and all design engineering and environmental services provided, and costs and expenses incurred, pursuant to the terms and conditions of the consultant services agreement awarded as a result of this RFP process is $550,000.  Highway Bridge Program will fund 80% of project costs and the remaining 20% is funded by the Humboldt County Roads Division.   The Humboldt County Road Fund will be responsible for $110,000.  Expenditure appropriations related to design engineering and environmental services for the rehabilitation of Mattole River Bridge 04C0189 Project are included in the proposed fiscal year 2026-27 budget and will be included FYs 2027-28, and 2028-29 proposed budgets for Roads Engineering, 1200-321.

 

There is no financial obligation until the Board approves a consultant services agreement with the selected consulting firm.

The recommended actions will not impact current staffing levels.

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board may choose not to approve the attached RFP regarding the provision of design engineering and environmental services for the rehabilitation of Mattole River Bridge 04C0189.  However, this alternative is not recommended since Public Works does not have personnel to do the technical studies and structural analysis required for bridge projects.
