RECOMMENDATION(S):Recommendation
That the Board of Supervisors:
1. Open the public hearing; and
2. Approve, and authorize the Humboldt County Public Works Director, or a designee thereof, to execute, the attached real property purchase agreement with Michael Cho regarding the purchase of real property located at 1101, 1117 and 1119 Fourth Street, Eureka, California (Assessor Parcel Numbers 001-173-006, 001-173-007 and 001-173-010); and
3. Authorize the Humboldt County Public Works Director, or a designee thereof, to execute any and all subsequent amendments to, and any other agreements, certifications, attestations and documents directly associated with, the attached real property purchase agreement with Michael Cho, after review and approval by County Counsel, Risk Management, and the County Administrative Office; and
4. Close the public hearing.

DISCUSSION:
On April 28, 2026, the Humboldt County Board of Supervisors (“Board”) authorized the Humboldt County Public Works Director, and designees thereof, to negotiate the terms and conditions for the purchase of real property located at 1101, 1117 and 1119 Fourth Street, Eureka, California.
On Aug. 25, 2026, the Board met in closed session with the Director of Public Works, and designees thereof, concerning the price and terms of payment for the real property located at 1101, 1117 and 1119 4th Street, Eureka, California.
On Sept. 15, 2026, the Board approved the Notice of Intention to Purchase Real Property located at 1101, 1117 and 1119 Fourth Street, Eureka, California (“Notice of Intention to Purchase Real Property”). The Notice of Intention to Purchase Real Property was subsequently published in the Times Standard once a week for three (3) successive weeks on Sept. 22, 2026, Sept. 29, 2026, and Oct. 6, 2026, pursuant to California Government Code Section 6063.
The attached real property purchase agreement with Michael Cho has been reviewed and approved by County of Humboldt staff. The conditions of the sale include a purchase price of $500,000 and an escrow period of 60 days. The deposit for the property is $10,000. The County of Humboldt will equally split all escrow fees and closing costs with the owner and will not pay the owner’s broker any commission or compensation.
This public hearing will give the public an opportunity to respond to the Notice of Intention to Purchase Real Property with questions and concerns regarding the County of Humboldt’s intent to purchase the property. Upon completion of the public comment period, and if no objections from the Board of Supervisors arise as a result of comments received at the public hearing, staff is recommending the Board of Supervisors approve and authorize the Humboldt County Public Works Director, or designee thereof, to execute that attached real property purchase agreement with Michael Cho regarding the real property located at 1101, 1117 and 1119 Fourth Street, Eureka, California (Assessor Parcel Numbers 001-173-006, 001-173-007 and 001-173-010).

The estimated cost to acquire the real property located at 1101, 1117 and 1119 Fourth Street, Eureka, California, is $550,000. This amount includes the purchase price of $500,000, along with an additional $50,000 to cover estimated costs associated with City of Eureka Conformance Review, publication, Phase 1 Environmental Study and escrow/closing.
Future development costs would be contingent on other factors beyond the scope of this initial assessment. Staff will assess possible development options for the site and will return to the Board to review the financial impact of those options as soon as practicable. The Humboldt County Administrative Office has approved use of the 2020 Amended Finance Plan funds in the amount of $500,000 for the purchase of real property located at 1101, 1117 and 1119 Fourth Street, Eureka, California. A supplemental budget for $50,000 was approved on Sept. 15, 2026.
STAFFING IMPACT:
The recommended actions will not impact current staffing levels.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to approve the attached real property purchase agreement with Michael Cho regarding the purchase of real property located at 1101, 1117 and 1119 Fourth Street, Eureka, California (Assessor Parcel Numbers 001-173-006, 001-173-007 and 001-173-010). However, this alternative is not recommended as it does not support the goals of the County of Humboldt’s 2020 Facilities Master Plan.
