Body

STRATEGIC PLAN:

This action supports the following areas of your Board’s Strategic Plan.

Area of Focus:  Workforce & Operational Excellence

Strategic Plan Category:  3002 - Invest in county facilities

DISCUSSION:

This item provides for the use of Deferred Maintenance funds to accomplish repair and maintenance work on several Facilities’ Maintenance projects.  Public Works and the CAO’s office have reviewed the following work and find they are eligible for use of Deferred Maintenance Funds.

The Courthouse elevators have had intermittent maintenance issues over the past several years related to their age and resulting in longer down times affecting courthouse programs.  Three elevators in the Courthouse require modernization to allow for appropriate levels of service into the future.  This Deferred Maintenance Fund transfer supports the development of bidding documents for elevator modernization.  The estimated cost for this work is $66,840. Once the bidding documents and cost estimates are complete, Public Works will return to the Board to appropriate construction funding.

Following the failure of a light pole at the Public Health parking lot due to a rusted base, Public Works is requesting a transfer of Deferred Maintenance Funds to remove and replace the remaining parking lot lighting poles at the 5th Street parking lot which also exhibit similar corrosion and may be a risk to property and safety. The estimated cost for this work is $48,921.  Public Works has simultaneously applied (through Risk Management) for a PRISM property program grant which may reimburse the county up to half of the cost of this work.

Following the discovery of a leak emanating from an adjacent use and associated damage to flooring in Rm. 304 of the Courthouse, it was determined that carpet replacement was needed throughout the suite of offices.  Testing of the underlying substrate of the existing worn carpeting determined that the underlying floor tiles and mastic were asbestos containing and required abatement to install new flooring.  The estimate cost for testing, appropriate abatement, cleaning and reinstallation of the flooring is $38,435.

A leak in a 4” water supply line at the Courthouse was discovered and requires repair and replacement of the piping in the area of the leak.  The estimated cost for repair and replacement of this aging water line is $10,638.

Authorization to spend up to $124,000 of Deferred Maintenance Funds is requested for needed work at Big Lagoon County Park and Mad River County Park in fiscal year (FY 2026-27).  At Big Lagoon County Park, the onsite wastewater treatment system (septic system) for the campground restrooms and showers has deteriorated and is marginally functioning.  Upgrades are needed to bring the system up to current environmental health standards.  The site has high sensitivity due to the close proximity to Big Lagoon.  Needed repairs include replacing the holding tanks, replacing the pre-treatment system, and expanding the leachfield.  The work would also include installing carbon air filters on the rooftop plumbing vents.  In addition, the pump for the park’s water system, located in the day-use area, requires a new enclosure based on a recent inspection by the State Water Resources Control Board, Division of Drinking Water.  At Mad River County Park, the restroom at the boat ramp area, which was severely deteriorated, was decommissioned in FY 2025-26, along with decommissioning the leach field and holding tank.  However, the groundwater well still needs to be properly decommissioned in accordance with environmental health standards.  The estimated cost for the improvements to address these deferred maintenance issues and meet current regulatory requirements at the two parks is $124,000.  The Parks budget (1100713) does not have sufficient funds to pay for these deferred maintenance tasks.
