RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Waive the requirements of the Humboldt County Nuclear-Free Ordinance with regard to FAA AIP Grant Agreement 3-06-0010-064-2026; and
2. Adopt the attached resolution authorizing Interim Director of Aviation, or designee thereof, to execute any and all documents necessary to secure and accept the AIP Grant 3-06-0010-064-2026 in the amount of $12,827,980; and
3. Authorize the Interim Director of Aviation, or a designee thereof, to execute any and all subsequent amendments to, and any other agreements, certifications, attestations and documents necessary directly associated to AIP Grant 3-06-0010-064-2026, after review and approval by County Counsel, Risk Management and the County Administrative Office; and
4. Receive and file the attached bid tabulation for the California Redwood Coast - Humboldt County Airport Relocate Taxiway A and Taxiway A Lighting Project No. AV-2024-05; and
5. Authorize the bid award contract to Granite Construction Company for an amount not to exceed $12,384,494.82; and
6. Authorize the Interim Director of Aviation, or designee thereof, to execute a Construction Project Agreement that is substantially similar to the sample agreement attached with Granite Construction Company for an amount not to exceed $12,384,494.82, upon submittal of the appropriate bonds and insurances approved by Risk Management; and
7. Authorize the Interim Director of Aviation, or a designee thereof, to execute contract change orders with Granite Construction Company, Inc. up to the amount of $1,238,449.48; and
8. Ratify the Interim Director of Aviation’s signature on the second amendment to the Lochner, Inc. agreement for project final design, management of bidding and construction period services, and conduct project closeout in an amount not to exceed $1,067,091.

DISCUSSION:
On Sept. 10, 2024, your Board adopted a resolution authorizing the acceptance of AIP Grant No. 3-06-0010-060-2024 in the amount of $883,043 for the design of the California Redwood Coast-Humboldt County Airport (ACV) Reconstruct/Relocate Taxiway A Design, Project No. AV-2024-05 Subsequently, the Department of Aviation contracted with Lochner, Inc. for project design.
On April 14, 2026, your Board approved plans and specification and authorized the bid for the California Redwood Coast - Humboldt County Airport Relocate Taxiway A & Taxiway Lighting Project No. AV-2024-05. To meet FAA requirements, the public bidding process was conducted prior to receiving AIP Grant 3-06-0010-064-2026. On May 21, 2026, the Department of Aviation received three bids for the project, which are notated on the bid tabulation attached hereto. The results were as follows:
1. Granite Construction Company $12,384,494.82
2. Mercer-Fraser Company $12,706,521.50
3. Kernen Construction Company $18,326,143.00
Therefore, the Department of Aviation requests your Board to approve awarding the construction phase of this project to the lowest responsive bidder, Granite Construction Company, in an amount not to exceed $12,384,494.82.
Anticipated total project costs are as follows:

Upon receipt of the bid results in May 2026, the Department of Aviation submitted a grant application for the construction phase of the above-mentioned project to the FAA. The FAA has accepted, approved and submitted a grant offer with a cumulative maximum obligation $12,827,980.

On Sept. 10, 2024, the Department of Aviation entered into a professional services agreement with Lochner, Inc. for the engineering (design) of the Taxiway A Relocation Project at the ACV airport. The first amendment to the professional service agreement was executed on Sept. 18, 2025.
Upon bid award the FAA requires airports to conduct an Independent Fee Evaluation (IFE) to ensure the proposed fees for professional design and construction administration are fair and equitable. The fees of $1,067,091 proposed by Lochner, Inc. were approximately 4.4 %, or $46,952.00, lower than the fees that would have been charged by a like firm in their IFE analysis.
The Interim Director of Aviation signed a second amended agreement with Lochner on June 30, 2026, to include the construction phase of the Relocation of Taxiway A and Relocation of Taxiway A Lighting System at the California Redwood Coast - Humboldt County Project, AV-2024-05.

Narrative Explanation of Financial Impact:
This project is being funded through FAA AIP Grant 3-06-0010-064-2026. This grant will cover 95% or $12,827,980 of the total project costs. The Department of Aviation is responsible to cover the remaining 5% or $675,157 of project costs. Your Board approved an Additional Request for General Fund Appropriation in the fiscal year (FY) 2026-27 budget in the amount of $250,000 towards the local match requirement. In addition, the Department of Aviation will submit a grant application to CalTrans for the maximum $200,000 towards the local match requirement through the Airport Improvement Program Matching Grant. If awarded, this will reduce the Aviation remaining share to $225,157. Total project costs are included in the proposed fiscal year 2026-27 budget in the Aviation Capital Projects budget, 3539-170.
STAFFING IMPACT:
There is no anticipated staffing impact with the approval of this item.
OTHER AGENCY INVOLVEMENT:
N/A
ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could choose not to adopt the attached resolution, award the contract to Granite Construction Company, or ratify the second amended agreement with Lochner. However, the ACV Taxiway A Relocation Project has been identified as the next priority for infrastructure improvement at the California Redwood Coast Humboldt County Airport by the Department of Aviation and FAA. Not approving this item will not allow the county obtain FAA AIP grant funding to assist with this project, the entire cost of the project would be borne by the County of Humboldt.
