That the Board of Supervisors:
1. Approve the attached appropriation transfer for Aviation budget 3530-381 in the amount of $144,000 in Fiscal Year (FY) 2025-26 and establish the fixed asset to purchase and install four electric vehicle (EV) chargers to be installed in the California Redwood Coast - Humboldt County Airport (ACV) parking lot (4/5 Vote Required).

DISCUSSION:
In June 2020, the Department of Aviation was awarded a Coronavirus Aid, Relief, and Economic Security Act (CARES) Act Airport Grant in the amount of $16,974,092. In March 2022, a presentation was brought before your Board outlining the timeline and implementation plan of the recommended projects and associated costs. One of the U.S Department of Transportation (DOT) Federal Aviation Administration (FAA) improvement projects outlined during that presentation was the rehabilitation of the ACV north and south parking lots.
On May 16, 2023, your Board approved the bid authorization for the ACV Parking Lot Rehabilitation Project and found that the project was exempt from environmental review pursuant to Section 15301 of the California Environmental Quality Act (CEQA) Guidelines. Work for this project included replacement of parking lot pay booths with modernized electronic payment and customer service communications equipment, milling and removing dilapidated asphalt surfacing, leveling the surface area for ADA compliance and replacing the asphalt with a new surface. Electrical work associated with this project included new pole locations to conform to the new parking lot spatial alignment and the installation of new Electric Vehicle (EV) charging stations. Electrical engineering design expertise was provided by Cal Poly Humboldt-Schatz Energy Research Center (SERC) and Lochner (formerly Armstrong Consultants). Additionally, Cal Poly Humboldt-SERC Engineers provided technical expertise for installation of the EV charging infrastructure on the project. Backup power, when the PG&E grid is out of service, to the EV charging infrastructure will be provided by the previously constructed Redwood Coast Airport Microgrid (RCAM) at the ACV Airport.
As part of the project, ACV was to purchase four EV chargers. The Redwood Coast Energy Authority (RCEA) has previously procured two additional chargers. The associated infrastructure improvements have been completed, and in order to proceed with project closeout, the purchase and installation of the four remaining chargers is necessary. To ensure consistency in equipment type and compatibility with the existing infrastructure, staff recommends that the purchase be made as a sole-source acquisition from Campton Electric (Attachment 2).
Change Order 4 of the ACV Parking Lot Rehabilitation Project was executed on June 25, 2025 by the prior Aviation Director for installation of the EV Chargers (Attachment 3).

Narrative Explanation of Financial Impact:
There are existing appropriations in the ACV budget 3530-381 in FY 2025-26. Parking revenues will allow for the purchase of the four EV chargers in the ACV budget 3530-381 which were not anticipated for purchase in the FY 2025-26 budget. In an effort to not expand the overall budget, staff recommend an appropriation transfer and will monitor the budget as the year goes on. Completion of this purchase will allow for project closeout on the ACV parking lot rehabilitation project.
STAFFING IMPACT:
There is not a direct staffing impact to approving this appropriation transfer.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
Your Board could choose not to approve the attached appropriation transfer, however, that is not recommended as it would prevent purchase and installation of the four EV chargers which are necessary to close out the ACV parking lot project with the FAA.
