Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Chair of the Board to execute, the attached professional services agreement with Casa Serenity, Inc. regarding the provision of long-term residential mental health treatment services to adults with severe mental illnesses for the period of February 28, 2023 through June 30, 2025;
2. Authorize the Department of Health and Human Services - Behavioral Health Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with Casa Serenity, Inc., after review and approval by County Counsel, Risk Management and the County Administrative Office; and
3. Direct the Clerk of the Board to return one (1) fully executed original copy of the attached professional services agreement with Casa Serenity, Inc. to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:
The Humboldt County Department of Health and Human Services - Behavioral Health (DHHS - Behavioral Health), in coordination with the Humboldt County Public Guardian’s Office, utilizes a variety of placement options to provide long-term mental health treatment services to mentally ill clients who require assistance in locked and unlocked facilities. It is important for the placement team to have a variety of treatment options because vacancies and client needs fluctuate.
Casa Serenity, Inc. operates an adult residential treatment facility located in Red Bluff, California. Casa Serenity’s adult residential treatment facility serves as a sub-acute psychiatric residential facility, offering rehabilitative mental health treatment services for severely and persistently mentally ill individuals. All mental health treatment services provided at Casa Serenity’s adult residential treatment facility focus on transitioning clients to independent living within their communities as soon as may be appropriate.
The attached professional services agreement will allow eligible DHHS - Behavioral Health clients to receive long-term residential mental health treatment services at Casa Serenity’s adult residential treatment facility for the period of February 28, 2023 through June 30, 2025.
Accordingly, DHHS - Behavioral Health recommends that the Board approve, and authorize the Chair of the Board to execute, the attached professional services agreement with Casa Serenity, Inc. regarding the provision of long-term residential mental health treatment services to adults with severe mental illnesses for the period of February 28, 2023 through June 30, 2025. It is also recommended that the Board authorize the DHHS - Behavioral Health Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with Casa Serenity, Inc., after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid delays in the provision of needed residential mental health treatment services.
FINANCIAL IMPACT:
The attached professional services agreement with Casa Serenity, Inc. has a maximum amount payable of Three Hundred Thirty Thousand Dollars ($330,000.00) for the period of February 28, 2023 through June 30, 2025. In no event shall the maximum amount paid under the attached professional services agreement with Casa Serenity, Inc. exceed One Hundred Ten Thousand Dollars ($110,000.00) per fiscal year for fiscal years 2022-2023 through 2024-2025. However, if local, state or federal funding is reduced or eliminated, the County of Humboldt may reduce the above-referenced maximum amount payable or terminate the attached professional services agreement with Casa Serenity, Inc. in its entirety.
Expenditure appropriations related to the attached professional services agreement with Casa Serenity, Inc. have been included in the approved fiscal year 2022-2023 budget for DHHS - Behavioral Health Adult Services budget unit 1170-496. Funding for the attached professional services agreement with Casa Serenity, Inc. is available through state realignment and Mental Health Services Act revenues received by DHHS - Behavioral Health. As a result, approval of the attached professional services agreement with Casa Serenity, Inc. will not impact the Humboldt County General Fund.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations, supporting self-reliance of citizens, creating opportunities for improvement of safety and health and providing community-appropriate levels of services.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could choose not to approve the attached professional services agreement with Casa Serenity, Inc. regarding the provision of long-term residential mental health treatment services to adults with severe mental illnesses. However, this alternative is not recommended since it would require DHHS - Behavioral Health to place clients at inpatient facilities which will be more costly and may not provide the appropriate level of treatment for such clients.
