STRATEGIC PLAN:
This action supports the following areas of your Board’s Strategic Plan.
Area of Focus: Workforce & Operational Excellence
Strategic Plan Category: 1002- Remove barriers to quality healthcare
DISCUSSION:
The Humboldt County Correctional Facility (HCCF) often houses inmates who require a wheelchair for mobility. Correctional Deputies often have a need to transport inmates to medical appointments, to other jurisdictions, or to state prison. The HCCF does not currently have a vehicle that will accommodate a wheelchair.
California Disabled Persons Act Civil Code 54.1 requires inmates with mobility issues to have the same access to medical care as anyone else. Having a vehicle with a wheelchair lift will allow HCCF staff to provide safer transports for inmates who are wheelchair bound.
The vehicle that was selected can also be used to conduct routine transports of inmates who are not in a wheelchair.
At this time, the only vendor that is providing special outfitting for transport vehicles with wheelchair lifts is Quality Vans & Specialty Vehicles located in Tempe, Arizona. This is the same company that other California counties are using for these ADA-accessible modifications. For this reason, HCCF is requesting sole source with Quality Vans & Specialty Vehicles for this ADA Van purchase.
HCCF is requesting the ADA Van be donated to county Motor Pool for capitalization, maintenance, and insurance once the vehicle is purchased and received.

Narrative Explanation of Financial Impact:
The ADA van selected is a total of $172,529.75 (Attachment 4). Vehicle 17-396 will be sold and remaining depreciation of $29,822 will reduce the amount HCCF will need to fund. The CalAim Grant has approved $130,000 of grant funding for this fixed asset. The remaining $12,708 has been approved by the Inmate Welfare Fund (IWF) committee to use IWF fund balance. As of June 30, 2026 the IWF fund 3884 balance is $925,369.
The appropriations transfer of $130,000 is to reflect the grant modification and establish the fixed asset for the HCCF portion of the ADA Van in budget 1100490001. The $29,822 from the depreciation of the old van is reflected in a supplemental budget with Motor Pool 3500351, and the remaining supplemental budget of $12,708 is requested in 1100490001 from IWF funds to complete this purchase.
STAFFING IMPACT:
There is no change to Sheriff staffing. However, the addition of an ADA vehicle will allow staff to transport inmates who use a wheelchair easier and safer which will provide staff with the proper equipment to complete their job duties.
Since the existing van will be replaced with this new van, there should not be any increased maintenance work for Motor Pool staff.
OTHER AGENCY INVOLVEMENT:
Public Works - Motor Pool
ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could choose to not approve the recommendations. However, that would not be in the best public interest of the county as this vehicle will assist in following ADA laws.
