Recommendation
That the Board of Supervisors:
1. Approve the attached memorandum of understanding template regarding the implementation of bicycling education programs in Humboldt County;
2. Authorize the Department of Health and Human Services - Public Health Director, or a designee thereof, to execute individual memorandums of understanding with various community-based organizations regarding the implementation of bicycling education programs in Humboldt County that are substantially similar to the attached memorandum of understanding template, and any and all subsequent amendments thereto, after review and approval by County Counsel and Risk Management; and
3. Direct the Clerk of the Board to return one (1) fully executed certified copy of the Board order related to this item to the Department of Health and Human Services - Contract Unit.

DISCUSSION:
The Humboldt County Department of Health and Human Services - Public Health (“DHHS - Public Health”) possess a bicycle trailer and fleet of youth bicycles to teach cycling education in schools and other youth-serving agencies. As part of ongoing efforts to incorporate bicycling education into programming for youth at other public or non-profit agencies, DHHS - Public Health would like to make the bicycle trailer and fleet available to community partners who want to implement a bicycling education program in Humboldt County. DHHS - Public Health will provide the equipment and training to help facilitate program development.
DHHS - Public Health’s bicycle fleet is used to promote public health and wellbeing. Unsafe operation of a bicycle contributes to Humboldt County’s high rate of fatal collisions. Furthermore, childhood obesity is linked to adult obesity and increased rates of chronic disease. Bicycle training for youth will help encourage regular use of active transportation methods. Finally, increasing student use of active transportation will reduce traffic congestion around schools and cut greenhouse gas emissions. The attached memorandum of understanding template will allow DHHS - Public Health staff to train school and youth-serving agency staff to incorporate cycling education into their programming using DHHS - Public Health’s bicycle fleet.
Accordingly, DHHS - Public Health recommends that the Board approve the attached memorandum of understanding template regarding the implementation of bicycling education programs in Humboldt County. It is also recommended that Board authorize the DHHS - Public Health Director, or a designee thereof, to execute individual memorandums of understanding with various community-based organizations regarding the implementation of bicycling education programs in Humboldt County that are substantially similar to the attached memorandum of understanding template, and any and all subsequent amendments thereto, after review and approval by County Counsel and Risk Management, in order to avoid any unnecessary delays in the implementation of bicycling education programs in Humboldt County.
FINANCIAL IMPACT:
Implementation of bicycling education programs in Humboldt County is estimated to cost up to $2,000.00 per year in bicycle repair and maintenance costs. Expenditure appropriations related to the implementation of bicycling education programs in Humboldt County have been included in the approved fiscal year 2021-2022 budget for DHHS - Public Health Healthy Communities budget unit 1175-414. As a result, the recommended actions will not impact the Humboldt County General Fund.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by creating opportunities for improved safety and health.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to approve the attached memorandum of understanding template regarding the implementation of bicycling education programs in Humboldt County. However, this alternative is not recommended since it will limit DHHS - Public Health’s ability to disseminate safe bicycle operation education in the community.
