Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Department of Public Works Director, or a designee thereof, to execute, the attached Local Bridge Seismic Retrofit Program project delivery agreement regarding the seismic retrofit/replacement of the Honeydew Bridge (04C0055) on Mattole Road.

DISCUSSION:
The Highway Safety, Traffic Reduction, Air Quality and Port Security Bond Act of 2006, approved by the voters as Proposition 1B on Nov. 7, 2006, authorized One Hundred Twenty-Five Million Dollars ($125,000,000) of state general obligation bonds for the Local Bridge Seismic Retrofit (“LBSR”) Program. The funds are available to the California Transportation Commission (“CTC”), upon appropriation by the Legislature, to provide the 11.5% required match for Federal Highway Bridge Program funds available to the state for seismic work on local bridges, ramps and overpasses as identified by the California Department of Transportation (“Caltrans”).
The LBSR Program guidelines were amended in Oct. 2019 to incorporate new project delivery requirements and policy, identify CTC policies for the use of LBSR Program funds and provide guidance to Caltrans, the Highway Bridge Program Advisory Committee and local agencies in carrying out their respective responsibilities.
For all projects that have not advanced to the construction phase by Dec. 31, 2019, Caltrans Local Assistance and the local agency responsible for the delivery of the local seismic retrofit project must execute a project delivery agreement, which shall supersede existing baseline agreements and set forth the project scope, cost and delivery schedule. Project delivery agreements must be adopted by the governing board responsible for approval of projects for the local agency. Executed project delivery agreements shall be delivered to Caltrans Local Assistance and the CTC by May 29, 2020.
FINANCIAL IMPACT:
Approval of the attached project delivery agreement regarding the seismic retrofit/replacement of the Honeydew Bridge (04C0055) on Mattole Road does not require a financial commitment on behalf of the County of Humboldt. As a result, the recommended actions will not impact the Humboldt County General Fund.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by providing for and maintaining infrastructure, creating opportunities for improved safety and health and protecting vulnerable populations.
