RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve, and authorize the Chair of the Board to execute, the attached professional services agreement with North Coast Health Improvement and Information Network regarding the development, implementation and management of a Community Information Exchange network for the period of March 9, 2021 through June 30, 2023;

2.                     Authorize the Department of Health and Human Services - Behavioral Health Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with North Coast Health Improvement and Information Network, after review and approval by County Counsel, Risk Management and the County Administrative Office; and

3.                     Direct the Clerk of the Board to return one fully executed original copy of the attached professional services agreement with North Coast Health Improvement and Information Network to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:

On Oct. 18, 2019, the California Department of Health Care Services (DHCS) announced the availability of $20 million in one-time funds to counties not participating in the Whole Person Care Pilot program based on the demonstration of interest and letters of support from local partners within each county. The Humboldt County Department of Health and Human Services - Behavioral Health (DHHS - Behavioral Health) submitted a Letter of Interest requesting an allocation of one-time Whole Person Care Pilot Program funding, along with letters of support from two local partners within Humboldt County, to DHCS on Nov. 25, 2019. On Dec. 26, 2019, DHCS awarded DHHS - Behavioral Health one-time Whole Person Care Pilot Program funding in the amount of $744,418.66 to initiate Whole Person Care capacity. 

 

On Jan. 28, 2020 (Item C-13), the Humboldt County Board of Supervisors authorized DHHS - Behavioral Health to accept the one-time Whole Person Care Pilot Program funding awarded by DHCS for the purposes outlined in the Letter of Interest submitted by DHHS - Behavioral Health, which include the development of a Community Information Exchange network. A Community Information Exchange is a network of cross-sector partners, including, without limitation, social service, community, tribal and governmental organizations and physical and behavioral health providers, who commit to coordinating care so that individuals have better access to the services and support needed to improve their health. Data captured by the Community Information Exchange repository can be used to further understand community inequities related to access to services, geographic disparity and other factors that may inhibit wellness.

 

Accordingly, DHHS - Behavioral Health recommends that the Board approve, and authorize the Chair of the Board to execute, the attached professional services agreement with North Coast Health Improvement and Information Network regarding the development, implementation and management of a Community Information Exchange network for the period of March 9, 2021 through June 30, 2023. Staff also recommends that the Board authorize the DHHS - Behavioral Health Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with North Coast Health Improvement and Information Network, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the development, implementation and management of a Community Information Exchange network.

 

FINANCIAL IMPACT:

The attached professional services agreement with North Coast Health Improvement and Information Network has a maximum amount payable of $100,000 for the period of March 9, 2021 through June 30, 2023. However, in the event local, state or federal funding is reduced or eliminated, the County of Humboldt may reduce the above-referenced maximum amount payable or terminate the attached professional services agreement with North Coast Health Improvement and Information Network in its entirety.

 

Expenditure appropriations related to the attached professional services agreement with North Coast Health Improvement and Information Network have been included in the approved fiscal year 2020-2021 budget for DHHS - Behavioral Health Administration budget unit 1170-424. Funding for the attached professional services agreement with North Coast Health Improvement and Information Network is available through Whole Person Care Pilot Program funds received by DHHS - Behavioral Health. As a result, approval of the attached professional services agreement with North Coast Health Improvement and Information Network will not impact the Humboldt County General Fund.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations, creating opportunities for improved safety and health, providing community-appropriate levels of service and facilitating public/private partnerships to solve problems.

 

OTHER AGENCY INVOLVEMENT:                     

None

 

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not to approve the attached professional services agreement with the North Coast Health Improvement and Information Network regarding the development, implementation and management of a Community Information Exchange network.  However, this alternative is not recommended since it would not allow DHHS - Behavioral Health to utilize available funding to support the community need for coordinated care in Humboldt County.
