RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve, and authorize the Chair of the Board to execute, the attached professional services agreement with Fortuna Seventh-Day Adventist Church regarding the provision of monitoring services related to the Humboldt Alcohol Recovery Treatment Program for the period of July 1, 2019 through June 30, 2024;

2.                     Authorize the Department of Health and Human Services - Behavioral Health Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with Fortuna Seventh-Day Adventist Church, after review and approval by County Counsel, Risk Management and the County Administrative Office; and

3.                     Direct the Clerk of the Board to return one (1) fully executed original copy of the attached professional services agreement with Fortuna Seventh-Day Adventist Church to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:

The Humboldt County Department of Health and Human Services - Behavioral Health (“DHHS - Behavioral Health) has a mission to provide quality substance use disorder services based upon current best practices. The intent of the services provided by Fortuna Seventh-Day Adventist Church’s Humboldt Alcohol Recovery Treatment (“HART”) Program is to eliminate the behavior of driving under the influence of drugs and/or alcohol.  The HART Program further educates and counsels participants regarding the harmful consequences of substance abuse and driving under the influence of drugs and alcohol for the individual as well as the community at large.

 

The State of California licenses program requires counties to designate providers for Driving under the Influence Programs.  The HART program is authorized by DHHS - Behavioral Health, and licensed and operated under regulations by the State Department of Health Care Services.  Since 1991 Fortuna Seventh-Day Adventist Church has been a designated provider of the driving under the influence program, fulfilling the State requirement to provide this service.

 

Fortuna Seventh-Day Adventist Church provides alcohol and other drug education and counseling services for persons whose license to drive has been administratively suspended or revoked through the HART Program.  The HART Program assists clients in recognizing their level of chemical dependency, acquaints them with life problems associated with chemical dependency, and aids in their recovery.  Fortuna Seventh-Day Adventist Church has demonstrated competence in alcohol treatment that can further DHHS - Behavioral Health’s mission throughout the community.  The HART Program is a California State licensed Driving Under the Influence program that meets requirements set by the California Department of Motor Vehicles.

 

The attached professional services agreement with Fortuna Seventh-Day Adventist Church sets forth each party’s right and responsibilities regarding the monitoring services related to the HART Program that the DHHS - Behavioral Health will provide pursuant to any and all applicable local, state and federal laws and regulations.  It should be noted that the attached professional services agreement with Fortuna Seventh-Day Adventist Church comes to the Board after the start date thereof due to inadvertent delays that occurred during the contract development process.

 

Accordingly, DHHS - Behavioral Health recommends that the Board approve, and authorize the Chair of the Board to execute the attached professional services agreement with Fortuna Seventh-Day Adventist Church regarding the provision of monitoring services related to the HART Program for the period of July 1, 2019 through June 30, 2024.

 

FINANCIAL IMPACT:

Pursuant to the terms and conditions of the attached professional services agreement, Fortuna Seventh-Day Adventist Church is responsible for paying DHHS - Behavioral Health an annual monitoring fee not to exceed Five Thousand Four Hundred Dollars ($5,400.00) per fiscal year for the period of July 1, 2019 through June 30, 2024.  The revenues related to the attached professional services agreement with Fortuna Seventh-Day Adventist Church have been included in the approved budgets for fiscal years 2019-2020 through 2022-2023, and the proposed fiscal year 2023-2024 budget, for DHHS - Behavioral Health Substance Use Disorder budget unit 1180-425. 

 

STAFFING IMPACT:

Approval of the attached professional services agreement with Fortuna Seventh-Day Adventist Church will not impact current staffing levels.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations, creating opportunities for improved safety and health and providing community-appropriate levels of service.

 

OTHER AGENCY INVOLVEMENT:                     

None

 

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not to approve the attached professional services agreement with Fortuna Seventh-Day Adventist Church regarding the provision of monitoring services related to the HART Program.  However, this alternative is not recommended as there are no other Driving Under the Influence program providers in Humboldt County.
