RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the selection of Green DOT Transportation Solutions as the consulting firm to provide tribal transportation planning services to the North Coast Tribal Transportation Commission;
2. Approve, and authorize the Chair of the Board to execute, the attached consultant services agreement with Green DOT Transportation Solutions regarding the provision of tribal transportation planning services to the North Coast Tribal Transportation Commission;
3. Authorize the Humboldt County Public Works Director, or a designee thereof, to execute any and all subsequent amendments to, and task orders issued pursuant to the terms and conditions of, the attached consultant services agreement with Green DOT Transportation Solutions after review and approval by County Counsel, Risk Management and the County Administrative Office; and
4. Direct the Clerk of the Board to return one (1) original executed copy of the attached consultant services agreement with Green DOT Transportation Solutions to the Humboldt County Department of Public Works for further processing.

DISCUSSION:
On August 26, 2019, the Humboldt County Department of Public Works issued a Request for Proposals (“RFP”) for the purpose of selecting a qualified consultant to provide tribal transportation planning services to the North Coast Tribal Transportation Commission. The proposals submitted in response to the RFP were evaluated and ranked by the selection committee. The final ranking of the proposals was issued on October 18, 2019.
The Humboldt County Department of Public Works is now coming to the Board of Supervisors in order to award the attached consultant services agreement regarding the provision of tribal transportation planning services to Green DOT Transportation Solutions, the highest-ranking consultant. The attached consultant services agreement has a term of one (1) year with optional extensions that will not exceed five (5) years. The maximum total amount payable by the County of Humboldt for the services rendered, and costs and expenses incurred, pursuant to the terms and conditions of the attached consultant services agreement shall not exceed Four Hundred Forty-Three Thousand Three Hundred Ninety-Nine Dollars ($443,399.00).
Green DOT Transportation Solutions will be asked to provide specified tribal transportation planning services pursuant to task orders issued under the attached consultant services agreement. A detailed scope of services, project schedule and project budget will be prepared for each task order issued pursuant to the terms and conditions of the attached consultant services agreement. Once a task order has been issued, Green DOT Transportation Solutions will be required to perform the agreed upon tribal transportation planning services within the parameters set forth therein.
Accordingly, the Humboldt County Department of Public Works recommends that the Board of Supervisors approve, and authorize the Chair of the Board to execute, the attached consultant services agreement with Green DOT Transportation Solutions regarding the provision of tribal transportation planning services to the North Coast Tribal Transportation Commission. It is also recommended that the Board authorize the Humboldt County Public Works Director, or a designee thereof, to execute any and all subsequent amendments to, and task orders issued pursuant to the terms and conditions of, the attached consultant services agreement, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to ensure the efficient delivery of required tribal transportation planning services.
FINANCIAL IMPACT:
As noted above, the attached consultant services agreement with Green DOT Transportation Solutions has a maximum amount payable of Four Hundred and Forty-three Thousand Three Hundred Ninety-Nine Dollars ($443,399.00). However, in the event local, state or federal funding is reduced or eliminated, the County of Humboldt may terminate the attached consultant services agreement with Green DOT Transportation Solutions in its entirety.
Expenditure appropriations related to the attached consultant services agreement with Green DOT Transportation Solutions have been included in the approved fiscal year 2019-2020 budget for Public Works - Roads Engineering budget unit 1200-321. Funding for the attached consultant services agreement with Green DOT Transportation Solutions is available through Regional Surface Transportation Program revenues allocated by the Humboldt County Association of Governments. As a result, approval of the attached consultant services agreement with Green DOT Transportation Solutions will not impact the Humboldt County General Fund.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by building interjurisdictional and regional cooperation.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to approve the attached consultant services agreement with Green DOT Transportation Solutions regarding the provision of tribal transportation planning services to the North Coast Tribal Transportation Commission. However, this alternative is not recommended since the tribes and the County of Humboldt have limited staff to perform the required tribal transportation planning services.
