RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve, and authorize the Humboldt County Purchasing Agent, or a designee thereof, to execute, the professional services agreement with Boondock, Inc. regarding the purchase of two (2) modified Mercedes Sprinter Vans needed for the provision of mobile COVID-19 testing and vaccination services in Humboldt County;

2.                     Authorize the Humboldt County Purchasing Agent, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with Boondock, Inc., after review and approval by County Counsel, Risk Management and the County Administrative Office;

3.                     Authorize the Humboldt County Auditor-Controller to make any and all required payments and deposits in accordance with the terms, conditions and timelines set forth in the attached professional services agreement with Boondock, Inc.;

4.                     Approve the donation of two (2) modified Mercedes Sprinter Vans to the Motor Pool Division of the Humboldt County Department of Public Works for capitalization, maintenance and insurance purposes;

5.                     Direct the Clerk of the Board to return one (1) certified copy of the Board Order relating to this item to the Department of Health and Human Services - Contract Unit.

DISCUSSION:

The Humboldt County Department of Health and Human Services - Public Health (“DHHS - Public Health”) continues to engage in COVID-19 pandemic response efforts. Early detection of outbreaks and high vaccination levels are critical components of reducing the spread of COVID-19 and reducing hospitalizations and deaths due to COVID-19.  As Humboldt County is geographically expansive, DHHS - Public Health staff have been conducting mobile COVID-19 testing and vaccination clinics in outlying areas to ensure communities for whom travel may be a barrier have access to testing and vaccination services. Mobile clinics are also being utilized to ensure that vulnerable and underserved populations have easy access to both testing and vaccination services.  Currently, these mobile clinics are being conducted out of vehicles which are not best suited for ongoing testing or vaccination services.

 

DHHS - Public Health received Epidemiology and Laboratory Capacity - Enhancing Detection Expansion grant funding allocated by the California Department of Public Health which supports the purchase of two (2) vehicles to conduct testing and vaccination clinics throughout Humboldt County. The attached professional services agreement with Boondock, Inc., doing business as Texino, will allow for the purchase of two (2) modified Mercedes Sprinter Vans for the purpose of providing COVID-19 testing and vaccination services and outreach materials to underserved and outlying communities within Humboldt County who may not otherwise have access to adequate health services.  For capitalization, maintenance and insurance purposes, DHHS - Public Health would like to donate the vehicles purchased pursuant to the terms and conditions of the attached professional services agreement with Boondock, Inc. to the Motor Pool Division of the Humboldt County Department of Public Works.

 

Accordingly, DHHS - Public Health recommends that the Board approve, and authorize the Humboldt County Purchasing Agent, or a designee thereof, to execute, the attached professional services agreement with Boondock, Inc. regarding the purchase of two (2) modified Mercedes Sprinter Vans needed for the provision of mobile COVID-19 testing and vaccination services in Humboldt County.  It is also recommended that the Board authorize the Humboldt County Purchasing Agent, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with Boondock, Inc., after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the provision of adequate COVID-19 testing and vaccination services to underserved communities within in Humboldt County.

 

FINANCIAL IMPACT:

The attached professional services agreement with Boondock, Inc. has a maximum amount payable of Two Hundred Seven Thousand One Hundred Eight Dollars and Eleven Cents ($204,108.11) plus any and all applicable local, state and federal sales taxes.  Expenditure appropriations related to the attached professional services agreement with Boondock, Inc. have been included in the approved fiscal year 2021-2022 budget for DHHS - Public Health budget unit 1175-455010.  Funding for the attached professional services agreement with Boondock, Inc. is available through Epidemiology and Laboratory Capacity - Enhancing Detection Expansion revenues received by DHHS - Public Health.  As a result, approval of the attached professional services agreement with Boondock, Inc. will not impact the Humboldt County General Fund.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations, creating opportunities for improved safety and health and providing community-appropriate levels of service.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not to approve the attached professional services agreement with Boondock, Inc. regarding the purchase of two (2) modified Mercedes Sprinter Vans needed for the provision of mobile COVID-19 testing and vaccination services in Humboldt County.  However, this alternative is not recommended as it would severely limit DHHS - Public Health’s ability to provide adequate COVID-19 testing and vaccination services to underserved communities within Humboldt County.
